So, the moment you go into Inferno with any kind of Monster Power (e.g. Monster Power 1 and above), all monsters become level 63, and they can now all drop iLevel 63 items the same way that Act III and Act IV Inferno currently do.
This was news to me, which made me quite happy, act 1 is not worth it at the moment, this will bring back a more interesting mix and it will make collecting the keys for the infernal machine more enjoyable.
EDIT: Added these 2 links to clear up any confusion about level 60 players getting XP in inferno.
"No Monster Power" is the default setting. Each Monster Power level will increase the health and damage of monsters, and in return players will receive scaling bonuses to experience (for heroes levels 1-60) as well as boosts to Magic Find and Gold Find (for heroes in Inferno) which will stack above the 300% cap.
Agreed, I was only today lamenting that I had to spend all my time in act 3 instead of being able to farm other acts for a change of scenery without losing out efficiency wise.

I have a feeling this system will be re-worked prior to, or shortly after release, otherwise there is no point doing above Mlvl 1 unless you're bored and want to farm slower, the speed vs MF/GF bonus doesn't sound like it will even out.

The way I see it is if the relative hp/damage differences between acts is still the same for a given monster power level, I would guess the distribution will stay the same. If setting the power level to 1+ means Act 1 mobs suddenly start hitting for about the same as Act 3 mobs, I would guess the distribution will match Act 3.

I think you do gain extra XP at 60. There is a recent post that says it gives bonus to xp from 1-60. It's in the blue post about "How to Change Monster Power Level"

Each Monster power level increased you gain 25%MF there is still a point to do it on higher monster power but atm it looks the ratio between the reward and time spending to kill mobs are not so good.

So BLZ is doing nice to let us players to have more farm options. That's the right thing to do.
I was afraid things won't turn out this way and that Inferno won't have a flat difficulty with monster power, but thankfully I was wrong. Awesome stuff. Hello Act 1, I've missed you so.

Major Events now give an NV stack as well. The event in the Festering Woods? Or killing the thieves where you meet the Scoundrel? I think I'll start of at Monster Power 2 around there, get the 5 stacks up quickly and have 108% bonus XP for the rest of Act 1 (23% helm)
Let's not forget the most important part, from the patch notes:
Affixes on items will now roll their level based on the level of the monster killed (rather than the item’s level)
So, basically, with MP on, every rare will roll its affixes as an iLvl63 item. This means iLvl 61/62 might become interesting, the base stats difference aren't that big on those...also, iLvl60/61 amulets and rings can be way better, etc.
So these both changes combined make the loot greatly improved, as soon as MP is on.
Now increasing MP allows you to get more of those boosted items.
I don't see how they could make things better, without totally rewriting the item system, which I guess was not even considered.

Depends on monster level, and as Lylirra said, all 4 acts (with any Monster Power on) become level 63.
I think so too... MP1 is the best way to go atm.

Yes, and you could hit up any act (on MP 1) and they'd be roughly equal to Act 3 1.0.4... or a little bit easier.
