Many people often complain about the low drop rates of legenadary items, and going many days without finding a single one. WW barbs probably miss plenty that actually dropped because they are spinning out of control, and there is nothing to indicate when one drops off of your screen.
After a few minutes of thought, I came up with what I think would be a non game breaking solution to allow new players to have more motivation to farm, with a goal in sight, not being let down with what could be hours of farming with nothing in return but a bit of exp, let barbarians and other classes have more awareness on drops, and let the higher paragon level players who do get legendaries often stay mostly unchanged and not get even more.
With each champion pack or elite killed, the player receives a 0.1% stacking buff, increasing their chance of finding legendaries, that would reset upon finding one, but persist through games.The sudden disappearance of the buff would indicate a legendary has dropped, and while minor for lower levels new to diablo, (at 1000 kills, the buff would reach 100%, doubling your chance of finding a legendary), They would have more motivation to farm, since if they keep at it, they will eventually find one.
This would encourage hard work for the lower levels, while leaving the higher levels mostly unchanged. I believe this would help keep new 60's into the game with the thrill of knowing their chance of finding a legendary piece of item is constantly increasing, without flooding the market and completely destroying it.
Post your thoughts on this idea below, I just thought of it now, but I personally believe that this would help a lot of the complaints people have with drops.
To clarify in case there has been confusion, killing 1000 packs and having your stack reach 100% would not mean your next kill will drop a legendary no matter what, but the drop rate of a legendary would be doubled, so say 2% would become 4%. And this would require going 1000 pack kills without a single legendary, since getting one would reset the stack.

Regardless, I voted no. There are plenty of ways to increase your chances of getting loot. Killing faster is the easiest one - just gear up. It's not even expensive anymore. Wearing more MF is another one. It does add to the cost of gear, but not as much as pre-1.04.
The more loot drops the more devalued it will become. The only reason it's worth anything is that it's rare, and I'd prefer it stay that way.

They may shoot every barrel and bone pile, or they may fully explore every map, or they may use builds which don't do very good damage. Watching videos and doing a little bit of research in the class forums section can help out quite a bit.

Nah, I've killed at least 600 since my last legendary, so can't be.

I googled a bit, and I guess I must have dreamed that bit about a guaranteed legendary every 500 packs. However, I can tell you that when I got serious about learning how to kill quickly, I began getting more legendaries since I was killing so much more stuff. This is, I think, the biggest limiting factor for most players, as most players don't read forums or watch videos. Some of the builds I see make me cringe and wonder how they can kill anything at all.
And while I understand that you just want a small boost to your chances of finding a legendary, small things multiplied by millions of players end up being big things.

IMO, every now and then just chill out, pour a drink if you're old enough and play however the heck you want. It's a great respite from the mentality of "MUST KILL FAST" that's so easy to get into, and reinvigorates you for your speed paragon exp runs. Sometimes I completely change my build around and run through act 1 letting my pets slaughter everything

Same. I have some bad practices, but even small changes to my build have severely increased my xp/hr and my kills/hr. I'm definitely playing "my way" but even that is no excuse to push my efficiency as much as I can within those parameters. I have made a few changes, acquiesced and bought two specific items from the AH to alter my gearing for the new spec, and I probably kill 2-3x faster than I was trying to make something suboptimal work.

Yes, I understand that, and I don't personally want a boost, I mostly just want to know when one drops. but this is such a small increase, that you would need to kill 500 packs in a row without a single legendary for it to make the slightest difference. And the chance of going that long normally without one, even without this buff, is already pretty low. Since it resets on a drop, people who do farm fast and well wouldn't benefit at all from the buff. Another possible solution to make this more viable, after getting a legendary, not only does the stack reset, but you become unable to gain a stack for 100 elite or champion kills.

Rares are the new blue and feel more a chore to pick up than anything else due to constantly increased drop rates (something that didn't solve the original issue of to wide ranges on high end affixes), lets not make legendary items take the same path, pretty please, with sugar on top.
In short, the rates are fine, I get 1-2 a day with around 2 hours of playing.

For us diablo veterans, we accept this and farm, but for new players, it can be extremely tough on them to go hours, days, maybe even weeks without getting a drop. For me, having rare and expensive items in the game IS fun, as well as seeing how much xp / hour I can get. I'm a min/maxer.
Keep in mind all sorts of people play this game. Kids, grandparents, disabled people, people who have terrible latency issues, including NATO troops who are overseas, etc.
So Blizzard put in a little something for everyone. I'd guess there are a ton of players out there who get enjoyment from exploring every map, breaking barrels, etc. and who don't care at all about exp/hour and such.

Items that were selling for 50million gold 3 months ago are now selling for 10k gold or less. Specifically 1100 damage 2 handed weapons and 80 AR rare armor. And yet people like you still piss, whine, moan, and groan about loot and the AH.

Diablo 2: Meet level requirement for item -> spend a week trying to track down and trade that item via chat and websites -> improve character in a week
Diablo 3: Meet level requirement for item -> spend 5 minutes tracking down an item -> improve character in 5 minutes
Making the tracking down process easier doesn't upset me in a game where killing monsters is the goal.

Good idea, but Blizzard can simply increase the drop rate... PROBLEM SOLVED.
Blizzard needs to take its head out of its *** and get out of this mind set that gamers have to either give up there day jobs to find nice gear or buy it from the (RM)AH. This is the problem really. Blizzard think they are entitled to their'cut' from Loot.
For any other game, the developers want players to find nice loot and have fun, after all... what do they care or have to lose?
The answer to this question is the driving force behind D3 unfortuanately.
Dont get me wrong I love playing D3 and I'm working my way to my last 2 Level 60 characters, but I cant see myself playing this game for years like I did with D2.
Once you've completed a game like Diablo the most fun can be had from finding sweet Loot. With the current drop rates, its just not worth it IMO.
Blizzard should simply have a meeting and say... "Ok, so the AH was a bad idea, and the players are the idiots we thought they were. Lets just leave the RMAH & AH as is but increaese the drop rate to the same as D2 and try and save face'.
