I really like this change overall. Sorta sucks because I put in a lot of time and its not going to retroactively level me but I feel like in the long run this was the right choice. Finding gear that allowed good survivability, dps, and MF was a real pain in the butt.
Interesting question, but I would agree with Dae that it probably does (although I would try and have that confirmed on the bnet forums just to be sure).
As far as what it means overall, I think anyone who missed the old 99 grind will be thrilled with this. It's really going to open up the "end"game in a way that rewards something other than gear drops. A big step in the right direction.
Lol agreed. The fact that the first level of paragon is as if you're leveling from 59-60 is pretty cool (that isn't quick), then the fact that they added 100 levels, they are weeding out MF gear, will eventually stop swapping because it'l be more productive to reach Plvl 100 and farm in dps gear, and that it's supposed to take a pretty long time is just amazing.

On a side note how exactly is this going to effect the PvP system?

Well actually I'm pretty positive the first expansion won't raise the level cap, as they've said they are keeping it at 60. This is to make any new items that are introduced not suddenly be better then every piece of gear everyone has worked towards.
They can still add skills / runes / a new act with new areas and storyline / maybe new item types? (cmon crystal sword, you were awesome D= ) ect
But afaik the level cap stays the same.
A patch this big, which looks like its slated to drop this Tuesday before the GW2 launch is very strategic, but very scary. How many things will they break in the process by trying to hit a deadline with a massive patch?
Time will tell, I am excited!
I think that is why it is a separate leveling system. It would be pretty easy to put in coding that ignores Paragon Levels.
Does this mean that paragon levels are account bound or do we have to do it for each individual toon?
This is another interesting question. I think it would be individual to characters, but that's just my speculation.
Currently, the game is not a challenge, inferno is being cleared in many different ways, including in blues, or budget gear, so now that we can gain additional levels...the game will be even more faceroll, quickly, not only are we going to be destroying everything at 60 just from the patch notes alone, but gaining more stats as you go with paragon...you will quickly outpace the mobs, in any act, there are already dh's doing 150k dps (rough estimate maybe even more) and that was PRE 1.04....
So i guess my concern is that yay we can level up more, but it will be against the same old boring mobs, mobs we will be 1 shotting, so at that point it comes down to killing as efficiently as possible, maximizing xp gain, and we may even see bosses ran more now, if they give more exp per kill, i could see people doing a warden/butcher run over and over...
The idea was to make paragon levels last as long or take as long as it did to get to 99 in diablo 2...but if we remember from all those years ago, the exp to get from 98 to 99 alone took weeks of baal runs, so in the end we may be doing 1000's of runs per level again, basically bringing us back to efficient boss/area runs, over and over...and over...
the ONLY thing different now in d3 is the elite mobs and the 15% extra xp from each stack of neph buff, so the grind wont be AS long but just as brutal...so now they expect us to spend the next few months on this new grind, to get to 99 paragon, so we dont need mf gear anymore, but by the time we get there, our gear/stats will be so rediculously overpowered, there may not be a real point even then.
so...we have 100's of hours ahead of us killing the same weak mobs/bosses, and as we gain levels, it gets easier, 99 will be a joke unless they scale the mobs/bosses up, there has to be something fixed/changed, currently we will be gods at this rate.
I pretty much saw this gripe coming from the moment I read the Paragon announcement page. It simply inverts all the positive points and construes them in a negative light:
-Something to accomplish after 60? A new grind.
-A way to improve your character without items? Power creep.
Of course this means the game is going to become comparatively easier over time, but any other method of reward would have to come through items and I think blizzard wanted to avoid compounding their drop/itemization problems any further.
There are bound to be new issues coming out of this change. Unintended consequences and all that are par for the course, but in terms of addressing the core issues most people brought up over the last couple months (endgame, being rewarded for playing even if unlucky on drops) I think this is a big step in the right direction.
All in all 1.04 gets an 8/10 from me. My scores are official so you can tell your friends.
Saying people are "facerolling" Inferno in blue gear is plain wrong. They're killing bosses with preset mechanics with blue gear, and only because it's possible to avoid most dmg from said bosses by having good execution skills alone.
To farm Act 3 efficiently, you still need pretty good rolled gear, it's not like everyone's doing it with their hands tied. And a few more stat points (say +40-50 from early 10-20 paragon lvls) will hardly change that. In the end, if you feel the game's too "easy" for you, you can literally get together 5 elite packs and play around with it.
We are going to be gods at this rate. Hell, yes. Now imagine gods facing each other in PvP
