Disregarding whether or not this is fake, I think it's a good idea and would get me to play again.
The only downside to all of it is that it further reduces the value of MF (Neph stacks were the beginning). With legendaries as rare as they are by normal standards, you're not likely to get one before the 500th kill even when farming with 200+ MF.
While I don't really want to argue if these are real or fake, I don't think these ideas are stupid at all.
2 minutes to wait for magic find to work on an item? Sounds like a pretty harsh punishment for those of us who are playing by the rules.
In the official MF blog post where they offered five possible solutions for swapping even harsher punishments were proposed. 1 minute is is too short, some people would still try to swap (resulting in very bad game experience for them). 2 minutes is much more discouraging.
But a better alternative exists; make increases in MF ramp up. For example, I find a nice MF ring with good stats on it and decide to replace my current ring. I had 100% MF before equipping the ring, equipping it gives me another 20%, but it takes to minutes for me to reach 120%. Simple.
So you get a level of excellence 'stack' which does nothing until you hit the 500th stack, where you get a Legendary? Sounds stupid.
Guaranteed legendary every now and then. This is big stuff for noobs. And there are a lot of them. And they are loud. So this should shut them up for a little: gives them reason to kill another elite. Every time, forever, and ever. Not stupid at all.
It stinks. I don't want guaranteed legendaries, I want good legendaries that are really rare. It looks as though they are about to fulfill the first part... and then take away the second. No guaranteed legendary, no damn BoE in Diablo.
This Legendary is BindOnEquip, so now while a certain amount of farming gurantees everyone a legendary drop, you need to make a choice - use it/save it for alt OR put it on AH/Trade. Cant use and pass on. This will provide the much needed item sink, else a guranteed Legendary drop will eventually flood the economy.
This isn't WoW. Sounds stupid and overly complex by Blizzard standards.

This Legendary every 500 Kills is a joke. The Top 1000 in Elite-Kills are ALL BOTS! If Blizzard doesn't stop the Bots the system is a Joke and would make D3 even more broken.
BoE is kind of mehh but without ladder resets to flush stuff things have to be done differently in D3.

Kripparian did not invent the idea of "leveling after leveling". Many games have used systems like this. Heck, Everquest 1 did it 10 years ago.

MF doesn't alter the ILvls you find or the affixes you get.. It only increases the likelihood of an item you find being a higher quality (magic, rare, legendary). So it shouldn't interfere in ANY way with a guaranteed Legendary Drop.

You're missing the part where they released information on exactly how magic find works in D3. Check out the Magic Find section in the official game guide on the site. The amount of MF you have determines how many affixes there are (higher MF, higher chance of 6 affix rares).
But that won't matter on a "guaranteed" Legendary drop. They have a fixed amount of affixes, some random some static.
Seems pretty weak to me. Kill low level elites and then move up and kill 500th elite for legendary. As bad as the item drop is, that would seem to be the most effective farm method.

Seems like you didn't think that through. You realize how much time you're wasting? I don't know about you but I can make a several hundred thousand an hour farming elites. Now I'd agreed about going from act1/2 to act3.. being the most efficient. Providing you're not steam rolling act 3 already. In which case you'd be better off farming act 3.
Soo seems like we are earning XP once again to gain Paragon Levels which increases MF and GF. Interesting approach to the missing "endgame". And I don't think they will implement that AND the guaranteed Legendaries.
I would MUCH rather some kind of AA (alternate advancement) XP stuff that benefits our characters somehow as opposed to a guaranteed item every X kills. It''s a much better overall solution to reward people for time invested.
I'm with BigEd. I don't think Diablo has ever been truly based in guaranteed rewards. Well I guess some of the quests in D1 and D2 were, although the D1 quests were slightly randomized. However that is very much different from what we're talking about here.
Anyway, I'm very much against large-scale guaranteed loot in Diablo. It's just so very much against what the series has been. I've been critical of people being too rosy about the past, but this is one thing from the past which I am 100% in favor of leaving the hell alone. If loot is too rare they really just need to tinker with drop rates and leave it at that.
Some kind of alternate advancement system would be legitemate though. If done well I wouldn't object one bit to it. I actually enjoyed the AAs in EQ so it would be a bit of nostalgia for me.

If this is true then people might start farming incredibly easy content for 499 elites and then go to a3 for their 500th. Not that it will matter for long because the new legendaries are so good that a3 should be incredibly easy for everyone within a month.
I think everything but the guaranteed drop is a good idea. I thought the guaranteed drop was awesome at first, but then I read a post saying that it'd greatly affect the economy and that changed my mind. I don't know if this is fake or not. I don't really care, because we'll find out no later than 48 hours from now. I'm a big boy. I can wait. (OMG NO I CAN'T AHHH!!!!)

You feel like your supposed to spend your time browsing the Auctions House rather than play the game and find your own items. The feeling if finding your own item is not present in Diablo 3. Oh.. and it causes Blizzard to do stupid things like Ballance item drops for the AH's presence and (possibly) implementing BoE items.. uhg.
Trading, while accomplishing the same thing, doesn't do it in an IN YOUR FACE kind of way.
Look at it this way.. when you buy items from a site in D2, you would probably feel a little dirty (never mind weather you think its ilegal or not), almost like you cheated. Well thats how I feel when I play D3..
I just bought new boots.. for 12 million gold - they are awesome.. but the excitement I got from clicking "buy now" was lackluster to say the least..

I wouldn't assume there are going to be BoE items and Blizzard certainly hasn't balanced the game around having a given gold income and using the AH. First of all, that would be pretty much impossible due to how dynamic the AH economy is. Secondly, people have beat inferno with every single class without using the AH. There are youtube videos of this all over.

I'm glad you used the term "trading," because this highlights what I mentioned earlier. The AH is what the D2 trade chat was. Neither one was necessary to "beat the game," but both are simply a means to exchange items if you so desire. If that isn't something that appeals to you, don't use it.

You don't hate the Auction House, what you hate is your inability to avoid it. Practice a little self-control, ignore your gold count, and find that feeling of satisfaction from self-gearing you are interested in. If you want an outlet for some of that gold, craft a bunch of things and make your own upgrades that way.
The bottom line is, there are a lot of ways you can play the game. You choose to use the AH and that's ok. You might choose to avoid it later and that's ok too. Just remember that being mad at the AH because you feel somehow compelled to use it is not rational.
