So, since the servers are down, here comes the third installment of my Theoretical Exercise series. This time around, we consider Legendary items. Blizzard has stated that they will be buffed, but not to be better than a good rare. The general consensus is that they will do so by making these items have unique bonuses which can only be found on the Legendary item, ones that are mostly quirky or that encourage someone to try something new.
My question to the board is this: what do YOU think will be there, and what could appear that would make these items interesting? Is there anything in particular that you're hoping for?
As before, I have a few ideas here. I will be posting them in about 24 hours, once a bit of discussion has gone out. Please stick at least somewhat to the premise here, I understand that some think Blizz will do the rebalance some other way, but that's not the point of this exercise
See I'm confused when it comes to buffed legendaries. The term itself means, we are going to buff (increase) the stats already associated with legendaries. Which would imply a total lack of anything new. Just higher stats. You could buff most legendaries by 50% and they would still suck ass.
So next question, are we going to see 'New' never before seen affixes... I highly doubt it, introduces a lot of new game mechanics into a system that isn't currently working anyway.
I see it going this way. As a wiz I've noticed the skill affix stats on orbs, +% to crit chance for spell. This is how I forsee the legendary buffs panning out. Legendaries, when you find one, will give you a nice skill bonus somewhere, maybe even make it a viable build if it wasn't before. +x% damage to spell, -x cost to cast etc.
That would make for interesting builds based of itemisation, which is what blizz have been touting since day 1 but failed to achieve, so legendaries are another shot at it.
That is how I see the buff happening, everything else just seems like more crap
I honestly think it's going to be a bunch of cosmetic changes, like for example legendary boots that make your character leave a trial of fire that does no damage everywhere they walk.
Lets hope not. I think some cool things would be copies of already exsisting spells. For example a sword that gives you a very small chance to summon a cyclone (like monks sweeping wind- cyclone) or maybe chance to cast a whirlwind type attack everytime you attack that's just an AoE attack that does normal weapon damage to everyone around you. Will be interesting to see, but I'm not getting my hopes up. They will never make them too powerful because then of course legendaries would be the only option for min/maxers.

I think they are going to let legendaries activate a second rune on your LMB skill (for a weapon), or another skill for the other slots.

In Morhaime's release a week or so ago, what was said was that legendaries would be improved in "surprising" ways. Aside from that, I have no clue.
As to the OP; I would venture to guess maybe skill bonuses will be added to many legendaries. As in (for example) +12% DPS to Sweeping Wind (monk). I was hoping for specific buffs that address elite/champ affixes, such as Cannot Be Frozen, Desecration damage lowered by XX%, TELEPORT (<<<could be awesome without being OP if done right).....etc.....

We know they will have new and "exciting" procs.
We also know from Jay Wilson that they have actually added new loot technology JUST for the buffing of legendaries. we will be seeing something new.
