Some legendaries are pretty good, just not any of the weapons. Once weapons get buffed to a usable state, I think a lot of the discontent will fade away
How is this issue with uniques/legendaries surprising? Remember when Diablo 2 came out and a majority of uniques were inferior compared to rares? The only good ones at the time were like +skills. The only thing thats surprising to me is that Blizzard didn't learn its lesson from their original failure in how they created legendary items' stats compared to those of blues/rares. Only with the release of LoD did we see more and more players actually wanting to wear/buy sets and uniques.
IMO, sub-60 uniques should be so good that you won't need to upgrade 30 levels or when you hit 60, whichever comes first. Stuff that every alt you ever roll will use.
Level 60 uniques should have randomized affixes on them that simply don't occur on rares. One that give Hungering Arrow a 100% chance to pierce on crit. Ones that make you cast Bash 50% faster.
Lord of Destruction did not have good itemization.

I never said to make rares inferior to legendarys from the start. But shit, if from the start (at level 60 anyway) you can attain a magic/rare crossbow that does 1300+ dmg compared to a legendary crossbow that can max out at 900+ even taking into account its affixes wouldn't you rather have that 1300+ dmg blue/yellow (more likely to drop) than a very remotely godly rolled brown?
