You can't fight them at range very successfully and you can't get close.
I encountered a group of these things in Act 2 today. Took 45 minutes to take them down. They enraged, but I'm not sure what that enrage does exactly. I did drop to 0 health 1 time about the enrage part, but my passive kicked in and saved my life? Possibly? No clue.
No more than 10 minutes later, another set of these elite land sharks.
Vortex, extra health, electric.
Not nearly as god awful. At least I could summon my pets and the templar to keep them above ground for decent stretches of time. But oy vey.
On the plus side, I got rewarded later. In the ruins in that area; I got those lizard dudes who summon that lightning barrier who were plagued, molten, vampiric. That's like a gimme for a range class. They just stand in 1 spot and channel that spell - which I'm still not sure what it does.
I dunno I kinda dislike shield, walled, mortar worse. I also had a particularly nasty jailer, freeze orb thingie (forgot what the name is), plus extra health.
I reached Inferno a couple days ago and I realized that my enemy priorities changed completely.
On Normal and Nightmare, I hated going against Jailers, since they will always get you stuck no matter what (unlike Waller which will sometimes miss).
On Hell I absolutely hated Wallers, because my main dps came either from Disintegrate or Arcane Orb, and Waller screws both of these most of the times. Mortars were absolutely deadly as well, even if I stayed close, the monsters would scatter and still use their bombs on me. Fire Chains with Vortex or Jailer were insta-kill everytime for me (even with Diamond Skin and Mirror Image to get unstuck).
Now I'm on Inferno, and I hate any Fast mobs, because kiting is so important. I also hate with a passion any mobs with Plague, but only because my poison resist is my lowest (at 48% resist) and their pools absolutely destroy me. Arcane Vortex is also still pretty deadly to me. Mortar, Desecrator, Molten don't get me too worried anymore resists are awesome..
I find it strange how some people see no gameplay depth in the action. Over the course of a couple dozen hours, my gameplay style changed so much, my skills too, my stats priorities, and how I engage each battle. And I'm sure this will all change again when I roll a Monk or a Barbarian.
While I'm not quite in Inferno yet with my Barb I'd have to say when I met 4 spiders, fire chains, plagued, desecrator I basically broke down crying. Went through a whole set of gear before they died.
On a side note what resist does Desecrator fall under? I've got pretty stacked fire resist for hell (I'm assuming 130 in hell is at least decent) but it still tears me apart. Is it just them dropping 2+ of the circles on me?

*edit* Edited out the % in my fire resist.
