For instance, you can dual wield 1 handers as a barb, and get about the same damage as with a 2 hander (only faster attacks). But, you can use 1 hand and a shield, and get good damage fromt he 1 hander, plus the survivability of a shield, and bonus stats.
Likewise with the WD, Wizard, and DH. The offhands include stats like str, dex, int, magic find, gold find, etc. Many are stats that you cannot get on weapons.
So while you can use a 2 handers on your Wizard, you will invariably get more MF or whatever if you use a 1 hander and a good book or orb offhand with MF on it.
The DH quivers are similar, and they also give you a 10% ais no matter what. So you can use a 2 hand bow and a quiver, or a 1 hander and a quiver, or dual wield crossbows.
There is a ton of flexibility, and it will ultimately boil down to the user's choice.
The damage you dish out for skills would be for the weapon in your right hand. If your weapon does 10-12 damage that is what the skill is based on. Not a combination of both weapons or your dps.
The argument with DW, 1h+shield, and 2h will never end.
But dishing out a 777% damage SSS would hit a lot harder with a 400 damage diablo than a 200 damage fist.
