Can someone explain the game difficulty to me as far as leveling goes. I thought I noticed from the beta that monsters were scaling, so do monsters scale a bit each time I level? For instance zombies gain more hp and damage when I level, or do they stay the same and I get new monsters to fight / more elites etc...
I think the information you're asking for is how difficulty scales on the difficulty you selected. As in, does normal get harder as you go? The answer to that is yes. The monsters around you do not scale with your level, each act will have sections and those sections will have a monster level range. As you level, you move into higher monster level ranges. If you kill a lot you will be equal or greater to their level and have an easier time of it. If you rush and don't focus on leveling you might be a lower level than the monsters and might have a harder time of it.
Basically it's not a game like Skyrim where the monsters will always match your level. This is why inferno mode is considered the ultimate challenge as far as the game goes as those monsters will be around levels 61 - 64 and thus be stronger than your character who maxes out at level 60.
Simply put, the game gets harder the further you make it just like most other games. The difference with Diablo is that the game goes back to the beginning after completing each difficulty. The. Act I nightmare will be harder than act IV of normal. And it continues this way for the rest of the game.

While the monster do not directly increase in level with you. They are programmed to be around equal level/or slightly lower than what your character level should be.
Inferno is the exception where Act I starts with monsters at a higher lvl than you regardless.

Okay that makes perfect sense. What about the random dungeons that you encounter how do they scale? If I encounter a random dungeon Act 1 of normal will it have the same monsters if I am level 1 or level 60?

yes same monsters
thats what the difficulty level are for, you should go to act 1 inferno to get harder monsters.
when your 60 you can just go destroy normal rushing friends , maybe crush NM most likey , hell will always be rough, inferno we shall see probly super hard lol
