I think what you're trying to say is: "The weather in Diablo 3 is all perception. Based on the actual real-life weather you're originally used to or currently experiencing, you will most likely see the in-game weather fluctuation differently than other gamers because of your experiences"

I'm pretty sure that the OP is referring to the fact that depending on where you are geographically located in the world the weather in game can translate to different seasons for you.
I would say my perception of the weather would be skewed today because it's 28 degrees here, when the normals are 5 degrees. Goddamn freak heat wave.
But to stay on topic, it's possible that where you live would influence your ideas on what the weather would be in-game. That being said it's possible that you might apply a familiar location as a comparison between climate in game and real life. Like, one might think 'man, this area in game reminds me of being in [insert familiar location]'.
