While it doesn't really do much since the actual spells cost more mana as well, it gives more room for witch doctor stats that increase mana regeneration to be even more valuable.
In patch 14 they removed the scaling mana costs for the WD, what you see at level 1 is what you get at level 60. It used to be the spells would increase in mana cost without becoming more powerful, which didn't make sense. They did a change to the mana so that WD doesn't get a much mana per level, has less regen (but more regen % due to lower max mana), and spells are now flat costs. This way your mana goes up per level and you can start casting more the more you level.
In patch 13 mana regen was roughly 15 Mana/Sec, in Patch 14 it was brought up to 20 Mana/sec. It may have changed again in this patch, but we won't know until it comes out as that number isn't parsed from the game on the main page.
I find these changes interesting. I had JUST finished my Patch 14 WD playthrough and I'll have to go through again thanks to these changes. Haunt is now a damage dealer instead of a primary spam-able spell, its DPS increased (approx 38% weapon damage/sec) as well as mana cost. Corpse spiders nerfed hard, but the mana costs brought down to primary spell levels for mana regen, costing only 5 mana down from 48. My favorite ability Firebats got hit pretty hard.. Damage went up by 50% but efficiency is down as the mana cost went up about 450%!
Who knows, maybe they increased our maximum mana again or gave us more regen? Unless they can pull the data for those values in the patch, we can only guess.
I'll be going in depth on these changes when it goes live, though. I think I'll make it my first vid of the patch just becuase it was the one class that saw some real changes that will reflect in Beta.

What was the previous size of the mana pool?
I couldn't give you exact numbers... I can only speak for lvl 1 as that was when I first noticed it. In patch 12, the WD started with 300 mana and 30 regen/sec. In patch 13, starting mana went down to about 150 ( 50% loss ). I forget what regen really was, I'm tempted to say it was 25, so the regen was reduced much less than the mana.
Now mana starts at about 150 and regen is about 15. So we're close to the same mana pool to regen rate as before, only now spell costs don't go up, so the mana regen rate won't get worse as you level, it will stay the same. They also brought some spells, like poison dart, down to only cost about 6 mana.
I'm sorry I don't have the exact numbers anymore, I have so many print outs at home with changes and I'm afraid I've lost track. I have a Witch Doctor playlist that has footage from patches 14, 13, and 12 I believe. So you might be able to see some of the numbers if you pause well enough (I didn't talk about the mana/regen status untill patch 13 hit).
There is obviously something missing from the notes that we don't know yet.

They probably shifted what skills we get when we level again. Grasp of the Dead might end up being learned at lvl 15 for all we know.
That is a distinct possibility, but that alone can't explain some of the massive changes to the mana cost.

Look at Locust Swarm it costs 400 mana.
You get every skill by level 30, and you would only have about 440 mana.
So yah, that is not gonna work!

If that were the case - at level 13, you'd be over halfway out of mana just from using Grasp of the Dead and Haunt one time.
Edit: And since the Witch Doctor gains mana every level up, that definitely wouldn't make sense.
