well here is my take on it even tho I am not sure I am into the Witch Doctor. Since there is no cool down on it I can not see no reason why it won't stack, should be able to spam it until your mana runs out. Some one playing in the Beta will be more qualified to answer you tho.
Edit* ok forgot about the timer on them, I would think then that it reset the timer because if it did not then the spells would be way over powered and that something Blizzard would look for in the design of the skill.
Apparently haunt does stack for a mana regen increase, but im not sure if the damage stacks. There is a lot of information about this on the battle net forums. That is where i found that the mana regen stacks
Locust Swarm will jump from target to target on its own without the creature dieing and does not need to be stacked. Haunt only jumps to one nearby target after the current target dies, so putting it on multiple mobs will work best, however it doesn't stack just refreshes, so once again no need to stack.
Yeah most definitely signature spells of the WD class. Planning on spending a lot of time coming up with deadly combinations with all his spells. I wonder if WD is going to be THE goto solo class.
my question is:
Are haunt and locust swarm stackable on the same enemy?
for instance can i cast haunt 5 times on the same enemy and expect a damage increase (or will it simply reset the spell DURATION on the mob) ?

Its a pretty good spell, but as I said in my previous post, its best used on multiple targets rather then stacking onto one target.
Haunt + poison toads or spiders is a deadly combination which used on multiple targets.

Also, you can have 3 haunts on 3 enemies at a time. If you try to place a 4th one on a new enemy, it will remove the oldest haunt.
Which is why it's best used on multiple targets
