I need advice for good sites, programs or applications that you can use while playing Diablo 3 in the future. Stop and chat within the game is kind of a drag these days.
I dont know if the Diablo 3 have a talk function?

As far as I'm aware, they never mentioned a built-in VOIP (voice over IP) system.
It would be a pretty neat feature, so maybe they'll add it before release.
(the following is a logical guess based on real information)
We will be getting one patched after release most likely once battle.net 2.0 has had even more improvements. Months ago we had a blue talk about the VOIP system in wow, they admited that its horrible, and that one day, they do have plans to fully re-do the system to go along with battle.net 2. So it would seem to me that this would be something they would integrate in all their games at once within B.net 2.0 thats my guess. (and with the 25m raid finder coming in wow, I see this being moved up in priority)
im going to be using skype personally. ivve recently quit using ventrilo while i play wow unless i absolutely have to for a raid... skype is sooo much better quality. and since at any one time you only need to talk to 3 other people at a time in D3 i dont see any advantage to mumble or Vent.
comes down to personal preference. Keep in mind that Ventrilo has a push to talk, or voice activated, and skype is mic open 100% of the time unless u mute it.
The VOIP system will likely get rebuild at the time when Blizz is heavy into the development of the console version of D3. Reason is that it would be the primary choice of communication for console fans.
Always been a big fan of Ventrilo over Teamspeak/Skype
Me and my gaming community still use Ventrilo, but for competitive gaming (which we do alot) it actually isn't good because of the delay. We got to a teamspeak 3 server for them.
I'd suggest TeamSpeak3/Mumble if you want fast (<150ms) transmissions, and if you're looking for a community type thing, or just a chat, Ventrilo/Skype
That has nothing to do with vent itself, you vent server is just a crappy one, I get 24ms. No delay at all =\
Use Ventrilo or Teamspeak. They are the best at taking minimal resources int he background while playing. Skype and others are not the right program to use, plus Skype steals your bandwidth and allocates it for other call routing. Nice huh?
I use TS 3 every day and it is better than Vent. Vent has a huge problem with wireless communications. You will get drop all the time. TS 3 handles wireless good . Never get dropped. I have experiemented with mumble but not long enough to state anything about it. TeamSpeak 3 is the best from my experience. And TS3 costs the same as Vent.

Yeah I call shenanigans. My ping has never jumped due to skype, ever. It's always 30-60 no matter what. Hell, we've even had 10+ people in a call for RBGs and I didn't notice at all.
When playing high end Arena in WoW, communication becomes crucial. There is next to NO delay between you saying something, and everyone else hearing it with skype. My brother and I used to play in the same house and I could hear him talking simultaneously over my headset and in real life. Again, instant communication is imperative in competitive games, and vent is just straight up garbage for that. I cannot count the number of times I's seen the pink swirl pop up over my teammates head and then 3 seconds later heard "Sapped!" when using vent.
For the small parties of 4 in D3, skype is perfect. More then like 5 ppl and vent is the winner. Also the way skype lowers other sounds can be turned off, at least for windows 7 its an option in sound properties.

THe VOIP in SC2 and WoW just plain SUCKS.
