The monster HP and damage increase is a pretty stable increase (and values up to TX haven't changed on PTR, I checked that). I extrapolated those values and also cross-checked with Ghom T10-T13 values on PTR (for HP). I've rounded up the last few digits for HP as that's an estimate; I'm sure Blizzard will update the Game Guide when the patch is out. The damage increase is a very straightforward progression and therefore those values are pretty much correct down to the last digit, I assume.
XP/gold changes are taken from in-game tool tips on the difficulty selection screen.
Legendary drop rates have never been confirmed for T7+ (Wyatt once posted them for up to T6), but no one ever complained and they "feel about right". Again, the increase from T1 to T6 followed a steady formula, so I just extrapolated up to T13.
Death's Breaths: I did some runs and also watched some videos, and also checked lower difficulties (99% sure those are unchanged). T13 seems to have guaranteed 2 DB drops and a chance for 3rd, from my testing 25% looked about right and also makes sense in terms of the other values. But it could also be anything between 15% and 50%. More data welcome.
Bounty cache mats is confirmed by multiple posts on the PTR forums.
GR keys is hard to tell, as the patch notes are relatively vague and it needs a TON of data to test this for every difficulty. If you look at the wording the scaling I assumed makes most sense (10% increase per difficulty). But this is where we need most data!
Keywarden machine drop - again, interpreting the patch notes this was the only progression that made sense in my opinion. But if anyone wants to go through the effort to do a large sample of keywardens to confirm/update this data, you're welcome.
I have no idea about the horadric cache legendaries. Honestly, I myself don't have the time to run dozen of bounties on T11-T13...
Ubers (update): Did a few T13 runs and got 3 organs every time. This has to be a joke... Realm of Fright on T13 ain't no joke (it feels like fighting 3 GR80 rift guardians), it should reward at least 5 mats.
TL;DR: Most data is extrapolated or "patch note interpretation" and probably pretty accurate. Need data on GR keys, machine/organ drops, cache legendaries.

Because Uber Diablo is no joke, basically any mistake means you might die, I think with anything below 100m toughness many of his attacks can even one-shot you. And if you then get Maghda... have fun. Of course I was super unoptimized and everything, in the end most people are gonna roflstomp T13 (and would probably find a way to do T20 with ease). But it was not a cakewalk as I would've thought, even though I had 3m sheet DPS and 200m toughness (WD).
Oh I absolutely agree, I'm not saying they're too strong. I'm just saying that for the increase from TX to T13 an increase from 2.5 to 3 mats per kill is a joke.
(Also, difficult or easy is relative; I went in there with no preparation and a ridiculous spec, with proper setup everything becomes easy at some point in D3, just like TX ubers never were a challenge and stood up to their name. I'd love to see the ubers drop 10 mats each, but be so hard that failure is a realistic option.)

I'm pretty sure that the organ and DB drop rates are pretty accurate (especially the 25% for a 3rd on T13 seems to fit). However, I have a feeling the GR key scaling is off. I did some rifts and watched quite a few PTR VoDs and it looks like the T13 key droprate is more like 25% for a 3rd key. If that's the case, I'd need to find out the scaling for lower GRs. Anyone got data on that? I can't test PTR for at least a day (accidentally copied my "Americas" profile... meh). In general, any links to VoDs of streamers testing PTR would be welcome (I know Quin is testing a lot, so linking that is unnecessary, already watched that). Reviewing those will increase my sample size a lot (if they do Nephalem Rifts, of course).
Currently the data seems to converge at 25% for the 3rd key on T13, so I adjusted the numbers in some odd way such that they fit. At this point, testing lower difficulties might actually be more helpful - especially to figure out the last difficulty on which you can actually get one key instead of two. Anyways: table updated.

You get 2 Mats at Level 70, but only 1 Material when you are below Level 70.

That's a different issue: you get 1 material below level 70, yes, but on EVERY DIFFICULTY (even Torment 10, IIRC).
The chart is only about level 70. I tested this on PTR, did a "Master" bounty run on level 70, got 2 mats from the bounty cache and 1 mat from the bonus cache.

It seems like it will be logical to farm t12 for rifts instead of t13.
monster hps are more than double between t12 and t13 and not much differencies between rewards and xp

It was also the case with the rift farms. I dont think we will have the same effiency at t13 comparing to t12 as of yet
