In PvP it makes some sense. Just some. Cause the objective is to win over the other human player so these battles are always gonna be fast paced and it will just help players keep track of the damage they're doing in a rushed battle.
But in PvE it's really not necessary at all. It's an arbitrary flash of white. If I'm hitting an enemy with fire, let them smoke and be on fire, if I'm hitting them with ice, show ice effects while having them slow down from the cold, or if it's just a regular weapon even, show blood gushing out from the impact not just some arcade looking flash of white. And it's not like you're gonna miss (unless your AR isn't high enough) so much that you'll have to wonder if you're ever hitting the monster.
You know what it reminds me of? The way things flash in Altered Beast. Especially when you're fighting the bosses. They just flash this red or white color to indicate taking damage. It's just primitive, man.
I still think this effect fills s important role. Some skills have strange hit boxes and it's hard to see if you hit an enemy or not. Ex: Furious Charge, Shockwave, Multishot, among many others.
Now if they use a "pin point" effect (like D2's small fire explosion when you hit stuff with fire skills) it would turn out to be extremely ugly graphic wise when you hit a horde of enemies at once. It would look like a bunch of similar giffs being throwed at the same time.
I think more prettier effects works in games were you don't hit 20 monster at once. At least in my head the white effect is the best option for the situation.
Someone should post about the white flash/red outlines on the battle.net forums. I would but I don't have an account. Or they can tweet it. It will probably be optional but I would hate to load up the game and find out that it's forced on all the time. It looks cheap. I would even prefer damage numbers over the flashes, at least they're informative.
In this picture, the "Heavenly Axe of Virtue" is listed as "Heavenly Axe of VirtuRe" in the main interface part. I don't believe an AH system database would let a typo slip in. The same thing would be listed in both places. Thought that might help some people!

I noticed, it seems to have been taken down from the person's account. I know my word is not worth much since I'm brand new here, but I swear it was there. Going through temp files.

Did you click through? It works for me.
The forum seems to have shortened the link for readability.
