I agree that Enigma was a complete joke of a runeword. And as for sets, just get rid of them. They are either underpowered, overpowered, or not worth getting if they are the same. No matter what way you go with sets they just don't fit well.
I would prefer that items do not have powerful skills or other players skills. Then everyone wants it and anything else is garbage. Case in point "Enigma".
The problem of Enigma is far from teleportation, at least in PvM. Other items in the game give teleport in charges (magical amulets, a unic axe that i forgot the name...).
The problem with enigma is the godly status, specially the STR bonus.
In PvP, though, teleport is gamebreaking. But again the problem is not with items that give skills. It's the own teleport skill that are imba to the core in PvP.
Bonus skills or not, i still feel that after all that hard work of actually gathering all those pieces of your set you should be rewarded not only with good stats and skills, but also alter the appearance of you character so that everyone around knows you have that set. Like the Trang Oul's set or Tal Rasha set.
