It's been absolutely discussed to death about if these two are going to be in game, and from what we've seen so far, most of us think they will be in.
But what hasn't been discussed so much, is how Blizzard will handle their appearance.
This is purely about aesthetics, how do you want Belial and Azmodan to look ?
Remember, Belial is the lord of lies, and Azmodan is the lord of sin. This may have some impact on your mental image of them, it had quite a large impact on mine.
Anywho, now for what I think.
Belial- I'm picturing blue skin, it just seems to fit for some reason. Not bright blue though, dark, navy blue is much more fitting for him. I also picture him with a mass of tentacles for his legs, and large clawed hands.
I also think that tarnished (but still somewhat shiny) brass claws and horns would fit him well. Not too sure why this popped into my head, but it seems to fit in quite well.
None of the other demons we've seen so far (and I mean greater demons, Diablo, Baal, ect) have had wings, but I can easily picture Belial rocking a pair of wings. Large, leathery bat-like wings. Same skin tone as his skin for the muscled part of the wing, and black for the webbing on the wing.
And for some reason, I pictured him with 8 or so eyes. Much like a spider. Also with the mouth of a spider, by this I mean the mandibles and fangs.
Azmodan- Yellow immediately jumped to mind for this guy. Darkish yellow though, not that blinding shit. I also pictured parts on his skin where muscle is showing through, like small, oval-ish rips in his skin where you can see the red muscle underneath.
Wolf-like legs (not furry, i mean how they are structured), and jet-black horns as well. As for claws, I can picture them black as well. I also pictured this guy with a large tail, with a barbed steel-looking tip on the end.
Normal-ish mouth on this guy, a hydralisk-style mouth seemed to fit him quite well.
Wings didn't seem to suit him though.
Anywho, theres how I pictured the two of them, now throw your ideas down !

Now that you mentioned, I think I have a general look for the two:
Belial, being the lord of lies, would need some symbolism of liying that is tied into his physical form. There are two ways Im going with this: He could be heavily based off of the "willow wisp" from D2, being mostly shapless and always changing form, in a similar context like lying, always changing to fit in the story. As for the second one, he/she could be based off of the greek mythological monster, Typhoon. Though Im basing this off of stuff that I draw for free time, my perseption would be he would have the body of a strong handsome man, but for the head, he would have multiple snake/lion/(or whatever pleases you) head. Kinda like the saying that politicians have two mouths.
As for Azmodon, I prefer to have my monsters to fit with thier titles, and in this case: sin. What comes to mind for me, is either a massive demon that is chained up and wears a crown of thorns (thought that would look cool). The demon itself, im roughly baseing him off the Greek monster, the Hecatonchires (multi-armed giant), with blueish gray skin. He has the attitude of anger, hate but also shame. Shame as a devout would feel if he had sinned.
I have'nt read the sin war triology, but this is what I think that comes to mind about them.
I picture Belial as a dark blue demon with piercing blood red eyes and dripping fangs, shrounded in a think dark cloud that flashes mouths talking from the dead . and his shroud is constantly whispering peoples lies.
As for for Azmodan, i see him as a red, horned demon that almost resembles Abbadon the destroyer but bigger and more buff with alot of hellish sinner minions, he weilds a flaming molten magma chain whip sword. and is armoured with gold chains, beautiful furs, and diamonds.

@SirKillaLot - I like the idea of being shapeless and changing. Thats partly what inspired the mass of tentacles instead of legs, just constantly writing and changing position instead of having an orderly way to walk about. Now that you mentioned politicians, he definitely needs more than one mouth.
Also like the crown of thorns for Azmodan, never thought of that :D.
@Havoc485 - I absolutely love the idea of the whispering shroud, if they could somehow make that work in game I would be so happy. I'd like to see them make the shroud disorient the player, as well. For example just constantly whisper lies, or take the names of the other players, and chat random things as them. Like "Retreat !" Or "Shit, I need some help over here." Just to get the players all confused.
Your bling idea for Azmodan also fits quite well. Seems to go well with the whole sin of greed. I can also picture him maybe with rubies studded into his skin, seems to go along the same lines :D.
@Ivaron - Hmm, that hood idea is pretty neat as well. You're right, would definitely give a deceptive feel about him. I'd like to see one small thing poking out of the hood though, perhaps a lock of human hair ? The angel wings are also pretty neat, again fitting with the whole theme of lies.
Haha, I like the idea of the succubus clawing her way out. Would certainly unnerve players.

its funny what alot of you were saying, a potent image ive seen is an image of like a balrog-type pitlord-type mixed with venom from spiderman, the sinister look, eyes, mouth and tongue. Also with the ability too change as I ssaid earlier, lord of lies, changes his look, grows tentacles to attack, perhaps spike-tipped appendages looking as a mix between andariels and ARES from god of war... mayb e morph some wings for an air-type fight, maybe a board made of clifs we can navage and jump between to fight even if need be, maybe grow into images of others hesitant to attack - looking like cain, leah and so on... theres much that could get done to it.
