It's also possible, perhaps, that Tyrael has been imprisoned by his peers in Heaven for assisting the heroes of Diablo 2 and destroying the World Stone and it's up to you to free him (for whatever reason). That could actually provide a fairly decent plot device for fighting some angels.

Sanctuary was created by angels, dear. It's strictly angels and demons in Diablo. Well, angels, demons, and humans. And animals. And elementals.

Sorry, this will probably piss some of you off, but I kind of picture its heaven similar to Minas Tirith- with the streaming banners, sky-high towers, white masonry and marblework, and so on. Of course, more orderly than even that. More "perfect".

I actually envisioned it the same way, I pictued plain white structures, no other colours other than a few light shades to create a feel of order in the architecture. Same with the sky high towers and banners, it just seems to fit in perfectly.

I honestly believe the High Heavens could be just as disturbing as the Burning Hells. It's important I think not to think of Heaven and Hell as right and wrong, but just orderly and chaotic. Each realm and its denizens have different views on how the universe should be. Hell is so chaotic and disorderly that it is disturbing to be in.
But Heaven could be so utterly orderly that the brain would have difficulty comprehending it. No real creativity, no spontaneity, just an endless grid of structures in perfect order. Surely we can imagine what might be disturbing about that.

I can only see heaven as being an enormous and highly elaborate citadel. Imagine a perfect human lord's castle, or something like camelot in its prime i suppose. The heaven in diablo3 will be very regulated and law abiding, with lots and lots of that good ole' red tape. Kind of like how Tyrael was allowed to come down and help us with wisdom in d2, but not allowed to actually do anything else (aka be useful, lolz). They will want to preserve humanity, but not out of the goodness of their heart, but to make us obey/worship/serve them. Of course they'll be telling us that its from the goodness of their hearts XD.

The concepts of "heaven" and "hell" and the underpinning supernatural universe in Diablo is unique in that there is no "right" and "wrong", no "good" or "bad". There's just two sides vying for supremacy, using humanity as extensions of their will.
Based on the fairly limited dialogue and on-screen presence of angels in D2, it seems to me that they pride themselves on not being emotional and being austere. I would assume that those principles would follow through into habitat design.
I'm not really that familiar with the lore of angels in the Diablo universe (links, any one?). But it seems to me that, as others have said, these angelic beings are most interested in construct, logic, order. I'd imagine their preference for architectural design would be imposing, with a fair amount of gothic influence. (I suggest, at this juncture, that the "gothic" architectural style was actually given to humanity from the angels. So what we see in cathedrals and such in the Diablo universe is a fairly accurate representation of the look and feel of Heaven)
As far as lighting goes, I am undecided as to whether or not I think there would be an ambient, "glowy" shine (as per "traditional" heaven), or if it would be a bit less luminescent, along the lines of the Chaos Sanctuary.
It would not be a friendly place, I think. They are not looking to extend grace or mercy, and it's definitely not meant to be Disneyland or anything. It is functional and orderly, and would likely be, to my mind, cold and relatively uninviting.

The only contradiction in your argument is that Heaven building should be "logic and ordered", but gothic archtecture is marked by a sentimental "philosophy". The romanic style is what we can say logic and ordered (romanic building have no detail, it's builded only towards the functionality of the building). So Heavens could looks like Act 1 church.
But I stick with my first opnion. Heavens should be just a extension of the Pandemonium fortress. I can't imagine angels living in cities, having houses and market places... The entire Heavens should be a huge temple-barracks.
I almost think of it as as if you are walking on liquid mirrors and that there are fountains of great mystery liquids that you don't really know what they are. And symmetrical and clean with everyone talking very proudly and smug.

Hmm, I think it'd be interesting if it looked a bit like the interior of the dome from Logan's Run but with pale stonework instead of the plastic look in the movie. It's an odd reference for Diablo I know.

I would imagine the High Heavens being composed of many floating islands that are composed of light and sounds, and that wherever you went there would always be music playing because all the inhabitants of the realm are composed partially of sound.
The High Heavens would likely view a mortal incursion as either an invasion or an affront. It would definitely be perceived to be a violation of the pact made with the Burning Hells with regard to the non-interference in Sanctuary.
I'm not sure how mortals would get to heaven, but since there are portals to the Burning Hells I assume there are also portals to the High Heavens.

I envision the High Heavens as somewhat a Transcendental Hierarchy of Nine Ethereal Dimensions(T.H.O.N.E.D.). A place where you can pass through any matter. The possible architecture would be either Baroque or Romanesque. A kind of radiant Light that has never been seen is present everywhere. Order, Balance, Purity, Neutrality and Harmony represents each Holistic Dimensions which reflects the inhabitants. I doubt if there were any clouds present there, but only purely Light. It also depends on how we interpret the term 'Light'. Should the High Heavens be defined? Or simply a place of eternal simplicity?
