Think of artifact parts as a sort of combination between set items and rare items. Each artifact part would have its maker's name emblazoned on it. For example, some of the maker's could be (and this isn't very original): Urza and Mishra. Lets say there are something like 20 different legendary artificers. Each artificer has a special forte which comes with several set bonuses.
For example, Urza's set bonuses could be something like this:
+25% Resist all
+5% chance to repel missiles
+ 800 AC
+ 1% XP gained
And Mishra's set bonuses could be:
+ 1 to all skills
+ 10% Movement Speed
When you find a Rare item, it has a chance of being an Artifact item. If it is an artifact, the name of the item will simply be prefixed with "NAME's " or suffixed with: "of NAME". For example, if the rare item you found was "Bone Sickle" and the randomly chosen Artificer was "Mishra" then the item might be called " Mishra's Bone Sickle" or "Bone Sickle of Mishra". Also, it would appear in a different color from a regular set item -- lets say, Bronze instead of yellow.
If you equipped 3 or more items of the same artificer, then you would get that set bonus. Otherwise, it just acts as a regular rare item. This is essentially a method for allowing the game to generate it's own random set items.
You mean another name for set items that are confusing?
No, but it really does seem like it doesn't differ from set items.
Otherwise, it just acts as a regular rare item.
Well, set items also have very little bonuses when there's a small amount of them together, so I don't really see how what you are proposing is different from the set items.
For example, Urza's set bonuses could be something like this:
+25% Resist all
+5% chance to repel missiles
+ 800 AC
+ 1% XP gained
If you equipped 3 or more items of the same artificer, then you would get that set bonus. Otherwise, it just acts as a regular rare item. This is essentially a method for allowing the game to generate it's own random set items.
And then some low level guy stumbles on these rare items that happen to be "artifacts." He equips three of these week ones and he gets ridiculously high bonuses for his level. This system would also be really confusing and push people into wasting time with picking up rares and identifying them, hoping that it might be the artifact that they need. Huge time-waster IMO.

It's the decisions you make when you have no time to make them that define who you are.
People would start whining about another 'WoW idea' in D3...
P.S. Yeah - what's the idea with people that rares should be the ultimate items in game? Uniques (sets are are also uniques) are the best, end of story.
i like the general idea of "rare" sets, but why bother giving them specific text when we don't even know for sure if D3 will have movement speed enhancement, exp bonuses, etc?
"rare sets" is a good base idea though. since rares are often thrown away and sets are not found often enough, a good balance between the two would be nice. something to collect and use as you go, but isn't completely overpowered. since a lot of low level D2 set items aren't even as good as magic items, it would be nice to see more stats on them like a rare.

Stay.

Well, one of the reasons I think this would be a good idea is because (as mentioned on one of my other threads) I don't feel that "rare items" are "unique" enough. They seem to lack personality and it makes me not want to use them..I will prefer to use a unique item because it has a more interesting name/graphic/combination-of-abilities, even if its slightly weaker.
Secondly, after playing Diablo 2 for years, I never actually got to take advantage of sets .... at all! I thought sets would be a cool idea but I couldn't actually collect complete sets until I was above level 90, and since they were just lame sets targeted at level 20 players, I couldn't really use them then.
My idea is basically a way to have unique items combined with rare items, so that people like me would feel better about using rare items...at the same time, have a way to use high level set items...which are usable at any stage of the game. Secondly, one of the problems with set items is that they take up so many item slots...and are so specific...that its like, if you use a set, that completely dictates what you are wearing.
In my idea, lets say you want to get a specific set bonus, you only need to make sure you have 3 items of that set...so you can customize it to your particular class. Lets say you personally want to use a different piece of headgear, if a regular set uses a helmet then you are screwed becaus they are mutually exclusive, but in my idea, you could theoretically find/trade for a set piece that was not a helmet, thereby allowing you to complete the set using the body pieces that fit around the other items you're using.
I think this would make set items much more accessible and desirable, as well as making for more customization possibilities.
Actually they should remove the old sets and REPLACE it by the idea you just mentioned. The old set items were retarded, terribly implemented and utterly useless. More barbs were using Tal Rasha's Visage than actual sorcs. When the hell does a sorc need life/mana leech. anyways im not going to flame D2 but I really think that this random set items + fixed bonus is a great idea.
It could permit players to pick the set bonus they want and then find the appropriate item they need it on. And as a side effect, promote diversity amongst players who could have the same set but different builds/gear. Brilliant. Does ths concept come from another game?

I don't think that they have artifacts in World of Warcraft, do they?

It's a pretty cool idea though. So it's kinda like a set item in a way?
