i think that the 'mars' was the moon, with the water possibly just for aesthetic purposes or as part of a filtration process before it reaches the citizen's wells and bathhouses (though im not sure i even see water)
and i think the 'what the hell is this' thing was a platform for bacchanals and other festivities.
Im pretty sure its water. If you keep following the water down you can see it reaching the floor which if that was also a pillar it wouldnt have a glare of it because the town would be in the way.
The water must be stored (unless theres a way to pump it - which might be the case) higher than the highest place thats supplied to have enough pressure to actually get the water.
It looks like its there just for the looks of it, though, without any practical uses. Maybe to show the glory of the city near the desert? Thats supposed to be Caldeum, the trade capital, so another "technological" marvels should be around too.

caldeum doesnt even abit looks like minas tirith..... may the light makes you think it but there are no similiarities
also i'd say the "balloon" thingys are floating energy crystals, having the function of defending the capital, or keeping the demons off, just like the gidbinn

and indeed except for what appears to be built in levels (thats not exclusive to Minas Tirith - i think Tolkien got this from the Lost City of Atlantis that was supposed to have 7 Rings) i dont see any similarity.

the water needs to be distributed throughout the city, and assuming no underground pipes. aqueducts are the way to do it. also it emphasizes the wealth and prosperity of the city.

I agree, it's sad and annoying also... however it's the logical outcome of a "cock tease". I mean Blizzard throws all this tasty stuff out, but holds in almost every specific detail so that we are left to ponder and dissect the little info we are given.
Eventually (and often these days very quickly) everything/anything useful or interesting is taken from the information we are given and then people are driven to search deeper because... well there's nothing else to do, it's like all that crap with the week leading up to WWI, like how each numbered image resembled a letter that would spell out some mystery etc...

And perhaps that water comes from an underground source, and the tall building is storing it, if it is a geyser it is containing it.
Still don't know why they'd waste precious water dumping it on the sands like that. Perhaps they want to build a forest?

and it does strike resemblance to minas tirith, it was probably modeled after it. a lot of stuff is modeled like in Lord of the rings in d3.
