I've only had this once - when my B.Net launcher could not connect to the Internet.
For more help, click the link at the bottom of the screen as it says, or contact customer support (in the official Blizzard forums). The cryptic message can only be deciphered by Blizzard officials, I'm afraid ;-)

I log in PTR
I try my back up files
copy all the files to Diablo3 folder
and problem solved
