Yeah the cast delays there are now are sort of like global cooldown in WoW(all tho it the delay doesn't affect on other spells). So after every spell there is a short delay untill you can cast it again. Ofc not all spells have this.
They brought the cast-delays with LOD mostly because some builds were unplayable since they lagged the whole screen. Skills like firewall and blizzard did some heavy lag. Personally as I said before I liked when there was no delay at all. Spells just cost more mana Frozen Orb lvl 20 was like 60 mana per cast and the damage was a lot smaller like 100 max damage at lvl 20, but it was damn fun to just cast it in a row .. screen full of orbs. With fast cast it was really devastating with max static field.
I think the gameplay was more intense back then.. now you just stand and have your mouse button clicked and the spell comes when it comes. This intense feeling I only got with nova + orb sorc in 1.09 since nova didnt have delay.
