In my opinion if you know what you want to play then you can farm up the set you want to use, unless you already have it (then get ancient armor). It can not hurt to farm mats to upgrade rares to get the new weapons in 2.4 since I do believe those will not change when the patch hits if you already have one in your stash. Level up legendary gems to use for stat enchant. That's about all I can think of right now, hope this helps!
Level all your gems I mean ALL of them, not just the ones you wear, level them all up passed 30, the higher the better. You'll use them to augment your ancients, I say ALL because you'll want to augment as soon as you can in order to climb grifts a little higher. It's also one thing we can do to improve our gear that we don't need to be rolled in order to be "good". So it's up to us how or when we choose to augment opposed to when you find the right item with the right roll. You can also augment over any previous augments. If the 200 stat bonus isnt enough, re-augment it to a higher gem.
Other than that, there not a whole lot we can do to prepare. Most every class has enough changes to fully change our builds. Depending on how you will want to play will depend on what you will want. As per Wizard, we need a lot to get back to good. 2.4 has added so many changes and legendary procs to gear that most everything we once knew will be out dated come 2.4. It's pretty hard to tell you what to farm, I played PTR for a month or so and know what I'd like when it goes live. That's my playstyle talking, I honestly think your best bet is to spend a day or two on PTR and see what shoe fits you.
Consider if you chose to go with Legacy of Nightmares built. Every slot besides rings is kind of up to you. I'm sure there's a build around it, but you can sway all you'd like and put whatever procs in those other slots you'd like and still kickass. Example, using LON and no real proc build, just ancients in every slot I was able to get upto grift 40+.

i tried lot of other items with new up to 100% skill bonus and with new leg power, no change on them. only those 3.

OK, since Fist of Az got new range 250-300% EP damage (instead of 75-100%), the Kanai entry on PTR dissapeared, I managed to put in one of my old Fist (with up to 100% range) and it extracted as 300% EP damage.
However, having an old Justice Lantern (without orange text) and trying to extract that it didn't work (as expected).
So, this might differ for some items, needs to be checked.
My question to you is, are you playing in seasons or non-seasons?
If seasons, I would recommend playing the PTR until the release of 2.4. Figure out builds you like, classes you like, etc... Once you have the class you like, and your preferred playstyle, you develop a skill sheet. What this sheet does is lays out when you are going to use which skill, aka, what level they unlock, and where you are placing it on your bars. This allows for maximum efficiency and little downtime at the start of the season.
If non-season, then most of the above information from other posters are great ideas!

I see. Think I read a blue about it on some diablofans news... maybe I remembered wrong? Were pretty sure you could use old legends to extract their new powers. I'll see if I can find that blue!

Has to be re-extracted. But, as mentioned above I re-extracted the new power with an "old" Fist of Az. But re-rolling the Fist of Az in cube didn't give new EP damage range.

They aren't retroactive, that's why he said reforge then extract. Reforging rerolls the item as if it just dropped.

Set bonus changes are retroactive.
Set items' changes (e.g. guaranteed socket in 2.4 litany/wailing host).... maybe, maybe not.

I guess the we'll have to wait for the PTR to close and view the 2.4 patch notes in relation to the reforging/cube questions.
My goal is to farm DBs and ancient set pieces.

OK I see. Correct me if I am wrong, are you talking about a legendary affix? Otherwise, I do not see how a blue (primary) stat can be cubed?!
