Hey guys, today I want to talk about a 'stealth buff' that appears to have come in 2.2 to the Witching Hour belt. If you remember, previously it always rolled crit damage, attack speed, and some primary skill, meaning you would give up 2 toughness slots and often be stuck with a useless attack speed roll. This is no longer the case, as the 'new' one doesn't necessarily roll skill damage. I show an Ancient WH I found with dex, vitality, crit damage, and life% rolled from attack speed. This should make it a lot more favorable/usable in greater rifts again. Enjoy & discuss!

That's not true, just so you know. I've found multiple belts pre-2.2 without a skill-affix attached. I even have one here on this wizard I used in Season 1:

Obviously I can't link you a drop date, but I've even got banked ones from pre-2.2 that's rolled mainstat/vit/critdmg/IAS.

Indeed, what Draco_Draco says. I had multiple WH without skill damage pre-2.2, I would even say the majority (I would guess 80% but did not keep track) of them didn't have skill damage.
If there is any "stealth" buff in 2.2, I would say it is a guaranteed vit roll, but my sample size of 2 is too low to confirm it is a fixed affix now or I just was "lucky". Both of them came with skill damage as well, so I could say it's a "stealth nerf", based on my personal drops.
I think the sample sizes used are too low in both cases to confirm anything.
The best way to go is the item database, that only shows attackspeed and critdamage at this point: http://us.battle.net/d3/en/item/the-witching-hour. While the page can be updated, Cosmic_Blue made a post on there on December 11 2014, showing no skill damage.
Do remember that some affixes are weighted aswell - I don't recall the exact numbers, but in general, Vitality and Mainstat are 4 times as likely to roll on an item, than a vast majority of other items.
So 4 times as likely to roll vit as any skill-affix. That means that if you lay all the affixes out together, it has:

Regen
Bola
Entangling
Hungering
Evasive
Grenade
In Mikhail's case. It also explains why you see things like elite dmg / reduc roll so rarely on weapons/offhands/chests etc, it's at a 100 point-score with "normal" affixes at 1000, and Vit/mainstat at 4000. 40 times more likely to see a vit roll than an elite damage reduction on chest :P.
