I'd settle for a system that worked just down right now. I can imagine Blizz not wanting us to farm endless crystals and turn them into Souls just for crafting, but if the system only worked down we'd at least have a decent way to get stuff we need, while still always aiming to get the best stuff available.
Arcane dust are pretty easy to farm. All you have to do is t6 full clears..they drop from mobs and every chest is at lease 1 blue 99% of the time. I do agree tho, that RG's in t6 rifts need to drop more. Greater rifts is no place to farm mats, thats for sure...RG's in greater rifts dropping mats needs to be greatly re worked also. But getting arcane dust isn't very difficult, you just have to put the time in. You can also ask friends or people from groups to give you there blues if they can to help out more.

I was just thinking this a few hours ago. The proportion of Veiled Crystals to every other crafting material (considering I pick up everything) is just completely out of whack.
I have over 20k veiled crystals and barely 200 arcane dust. That's two whole orders of magnitude out. How can they even think that's balanced, especially when reforging and crafting require fairly equal amounts of everything.

Join a few boosting channels and say that you will boost low geared 70's through T6 rifts. All they have to do in return is to pick up blue/white items and drop them on the floor in the city. It's like having 3 treasure goblins following you and picking up stuff for you!

I'll boost you at t6 and you'll give me half of the blue items in return,
1. Reduce the amount of arcane dust it takes to craft items
2. More blue drops.
3. More arcane dust when breaking down blue items.
4. Being able to break down higher materials (i.e. veiled crystals/forgotten souls/death's breath) into lower materials (i.e. veiled crystals/arcane dust/reusable parts).
More blue items dropping is the worst solution. We are back to picking up potions. More useless stuff as we kill stuff. Actual Dust that stacks is way better. Dropping the ridiculous crafting costs is needed. Reapers wraps cost 72. It should not be 5 dust but 25 would be more fair.
In the past crystals was problem ... they fixed it. But now we have lot of crystals and dont have arcane dust :/

They did nothing to arcane dust, nor should they have, in my eyes they simply have a bad ratio of yellow to blue drops currently in game, and this would drastically fix the crafting material disparity.
Its due to the buffs to magic find. Everyone complaining (myself included) struggles to find enough blues and arcane dust because inT6 the magic find drops a LOT more yellows and veiled crystals than blues and arcane dust. If you can run T6 well, you shouldnt HAVE to farm lower levels cuz thats where an abundance of blues reside.
Thats why people playing T1 always have loads of arcane dust.
Another couple reasons some people run low is due to endless rerolls and crafting for ancients.

remove everything blue and white and reduce it to one crafing material. + souls.
And add Gems as recipe requiremen.
gives gems more meaning... which is nice because you can use them in multiple purposes.
1) for boosting you up
2) for crafting
and you can spread the use better intead of having a requirement of what is it.. 50 whites for bracers make it 1 of each gem..
i have something in mind as to convert 10 blues or 10 whites requirement in recipes with 1 gem each - random for non fixed roll legendaries
and distinguashable for items which have e.g +fire damage as devastator . should require mostly rubys.... etc etc etc
That also would make these stupid farm blues and farm yellows runs obsolete because you cant really targetly farm gems. better do t6 and goblins in rifts.
Balancing for more or less gems is the question then. but thats up to blizzard.

Lower the yellow chance gambling and increase the blues (neither will be worn anyways). Keep the leg chance the same. I get about 20 yellows for every blue when i gamble.
T6 is also pretty quick if you got a rift with a few chests.
They had them logically placed in the world, but "pros" are too damn lazy or in a hurry to open chests for blues, or pick them all together.
And while I like them complaining they are running out of mats because they maximize their exp/hour which right from the start eliminates the logical need to gather items for reagents, there is already a way to provide large amounts of mats in a way that is at least sufficient to satisfy their thirst for crafting, considering their clearing speed. Just provide more reagents once the RG is down, more from gobs, or at least autopickup for direct dropped reagents, which in time gather into a nice sum.
But yeah, ultimately you need to put a balance between people who want to pick most of the items, and people that don't, and unfortunately once you decided to go the exp route, you should put a sock into your mouth, you come off as a insufferable prick, and you deserve to be miserable!
Go play on t6 for a bit. You'll notice that maybe 1 blue item drops for every 20 yellows.

win-win condition for both side
You get about 50 yellow items for each 1 blue.
On bosses you get around 20 veiled for each dust.
In crafting you need most of the time. More blue mats than any others.
Logic
Blue items needs to be boosted by 10 when salvaged. They need to drop more from kills and they need to cost less in crafting
Just picked up about 107 arcane dust during 1 single keywardens run.
Morale of story would be ; Arcane dust is good, veiled crystals is way too common.
Blizzard needs to address the issue!
My top 4 suggestions would be:
1. Reduce the amount of arcane dust it takes to craft items
2. More blue drops.
3. More arcane dust when breaking down blue items.
