Well, i've always had the same problem, and it is due to the great amount of yellows that kadala gives you by gambling and the drops that usually one gets are 90% yellow.
With the introduction of the new Mats-Goblin, the problem might be no longer an issue, at least from my perspective as a PTR-player.
I don't really think this game has other way to farm arcane dust faster, what i've been doing these last months is basically to pick every blue from the ground and salvage.
Switch to campaign mode... Switch to Normal - Expert mode... Go to Act 2 "watterlogged passage" Once at the camp take the ancient gate to Dulgar Oasis... Then find the ancient water ways... This will unlock that checkpoint.. Farm ancient waterways for chests... at least 10+ chests between both waterways.. Do not enter the waterlogged passage! once the water ways are complete than leave game and re-enter then take the portal and do it again over and over to your hearts content... Should yield about 400-600 arcane dust per 1/2 hour depending on how fast you run it...
I find that flipping corpses, etc, tends to drop more blues than yellows, IF it drops anything, so when I need Dust, I click all of them I encounter as well.
I think maybe a viable solution to this would perhaps be a system of crafting up and down in materials. So you could for instance craft a Forgotten soul from a yellow mat and craft a yellow mat from a blue mat and craft a blue mat from a white mat and vise versa.

Same here for me. I always open any chest I see. Probably 95% chance of a blue, and maybe about 10% of that 95 being 2 blues. Pulling numbers out of my ass but that's about what it feels like.
Personally I have the most issue with white mats. I make sure to fully clear any rifts with the Battlefields of Eternity layout for all their "Ancient Armor" or whatever all those things are called that drop white items like 95% of the time. The real battlefields of eternity is much less lucrative when it comes to those.
I still collect blue and white items constantly so I can keep spitting out Arcane Barbs. Yellows kinda just remain stocked on their own, for reasons we all know already...
