It really would save the hassle of leaving game, switching char, spending shards and then switching back. Especially annoying in Public games, as you are not coming back to the group you have been with.
With this, the 500 shard limit almost doesn't matter.
Great idea, even more when you're playing public games and cannot get out of the game without leaving the party if you wanna gamble on another toon.
I would also like to have the possibility to gamble for follower gear, imo it would help people using them, at the moment most people just put a follower cannot die gear(those who got one) along with a unity and nothing more.
Having the possibility to select more precisely what y'oure gambling for would also be great, for example when you click on 2h, having to select between mace, daibo, polearm, axe...
An other improvement would be to raise the 500 shards cap, but it's an option that has already been mentionned by many, so i guess it's not really part of their plans.

They should add the same thing to crafting to help with smart loot. Not that I think people use that as much, but adding it there would be nice. Especially since it would at least allow you to select "Barbarian" if you decided to craft something for your templar.
i think blizzard wants to discourage farming for alts with other characters. i think they should either do this post's idea which has been tossed around for forever (though without the fancy graphics) or just man up and make blood shards character bound (i dont want this but at least it would be blizzard implementing something instead of this weird middle ground).
I though I was gonna read some mediocre QoL suggestion. But this is actually pretty awesome. Good idea! Nothing worse than having to switch characters all the time.

imo, they aren't discouraging that method perse. They allow it by design but its on us if we find it a hassle.
I personally don't really like farming shards in t6 in one char then just spamming kadala on an alt. nevertheless, OP has a wonderful idea.
In the last "play your way" livestream John Yang mentioned this idea of Kadala allowing you to gamble for your alts. so it is under consideration by Blizz. I don't remember when in the stream they talked about it but you can check it out if you want:
