Alright then, I am all for the restarting of the map. (Plus all these pet projects kinda kill the idea that we are all stranded in this remote world where there are hundreds of blood thirsty monsters ready to eat us alive.)
I took the freedom to try out a concept on the city ground. Basically I dig what Airandus and LinkX are saying about middle core part and districts. It's the same idea I've had in mind. Anyway onto more specifics I think it would be cool with the core being within a circular wall (to break the squareness of the game a bit) of some sort. So I created a sample one on the server.
This is what it looks like from above:
Looks nice in my opinion. And as Airandus said you'd then have roads going in each direction separating the districts (and also a road going around outside the wall).
The size I went for for my sample on the server was 64 blocks in diameter (first thing that popped in my head when thinking minecraftstyle). Just an example of course and it could easily be changed. Within the "core" you'd have the city hall and maybe some nice gardens with random cool decoration (statues/cool monuments). Just regular fancy stuff. The districts can then be organized in various fashion depending on what needs we have and how the terrain looks.
This would just be a plan for the future. It seems that most of us want to restart when the hp gets fixed so in that case this would be in preparation for that.
I also have a simple blueprint coming that should illustrate better and in more detail
In my personal opinion, I think it would work better if it were a square/rectangle. I don't think a circle fits the Minecraft ideology.
The way I was thinking was, like Airandius is saying, have a central building for the city hall for records and such, probably about 15x15. (You can use signs for the records. And going for a four meter tall per floor city hall, that would leave plenty of room for the keeping of records in-game.) This would have to be made of something strong enough to take the explosion of a Creeper, should they infiltrate the city, and considering it's the record place of the city, it would have to be made of stone, brick, or iron, something strong, wood would be out of the question. The same would have to go for the community bank. (And don't call it a Community Bank, as you may be infringing on some registered trademark or something. x.x )
After further consideration I will agree with the restart of the server. Survival mode has no point if you can't say you did it from scratch with no danger ever present.
Ok. So it seems that most if not everyone is ok with starting over when HP gets fixed. However, we still do not exactly know when this will happen. For now, everyone is encouraged to come up with some ideas for our main city. Whether it be a whole layout of the entire city or just an idea for a building, all ideas are welcomed.
I will be trying to come up with a blueprint of both my ideas and ideas of others so we can implement it. Keep in mind that we want to be able to expand our city if you are coming up with some ideas.
For now, the main hall will definitely be located in the middle of the city with some central roads leading to other districts. I was wondering what ideas you had for these districts. One will be for housing, which will be pretty small compared to the 20x20 areas. Just smaller areas to keep personal items in. Another area will be a trade center where materials will be located. Both materials like stone and wood as well as other materials like ores, redstone and tools. Not sure what other areas you guys would like, want or need.

I was thinking, actually, what if the absolute center of the city had some kind of small statue, with a small 1 meter wide walk path was going around it, and the city hall like three or four meters directly north of it?
Also, what about putting short towers, maybe 2x or 3x the side of the wall, along the wall, 20 or 30 meters apart from each other?
One more thing, a third section could be an area for training the defense corp, holding weapons and armors and a small stone room spawning skeletons for training purposes or for anybody who just has had a bad day and wants to kill some stuff. And a fourth section could be for...hmmm...
Sense we cannot yet write in books, I was thinking a 20x20 room/building/whatever that could hold signs. These signs could be used for city records. Not sure how to explain it with words...

Notch is releasing an update tomorrow. Some good fixes like minecarts and buckets but still no HP yet.
After hearing some suggest from you guys, Junction and I designed a very rough layout of the city we can build. I really liked liquorice's circle idea. I think it adds a bit of organicness to the design. I also like the idea of separated areas for specific types of buildings.
Town Hall - center of the town. Will house records and a meeting place. very ornate and elaborate.
Residential - Places for homes. We will need a lot of space for housing so it will be split into two areas. Houses will be lowered to a 10x10 square. really just a place to house a personal stash and whatever else you want. Buildings will be made from wood and red brick.
Commercial/industrial - place to house raw materials and items and also workbenches and furnaces. Buildings will be made from stone.
Farm - area closest to water for farming trees and food. Buildings out of dirt and raw lumber.
mining site- hubs for mining areas. We can create more mining sites when needed.
Future plans - areas that have not been made yet but we can expand for whatever else we want to build.
Basically, the city is designed in a honeycomb structure so we can expand indefinitely when needed. Walls (4 high) with a three wide path will be built from one area to the other. For quick transportation, there will be a underground rail system that goes to each area. The central minecart station will be located on the bottom floor of the town hall.

I got a question: Is there any way we could set it up so that the armor (Leather, Iron, Diamond, etc) could be invisible? There are some pretty neat skins here and I personally would hate to see them covered up with dull looking armor.
There is no way that I know of. Unless you personally go in your files and change the texture map to a completely clear texture. But you have to do that on your end same way all texture mods are done.

It might also be cool if the core (aka the circle wall) was on a little bit higher level than the district parts (think Edoras from Lotr, but maybe not that high).
