The thing is that stutter step is a great mechanic, imo. You are in constant move, so enemies are not hitting you all the time. But ty for the idea, will try to test it.
EDIT: Ok. Tested it out. The problem with this setup is that after season 3 blizzard nerfed CC and put it on diminishing returns, so we can't spam cc all the time. Since we have 2 types of cc in one skill after 2 landings of FS mobs are immune to FS and they are not procing our strongr. bracers so we lose extra dps we had all the time from the pants. In terms of surviveability, yea its good. was surviving 66 standing in all shit.
All of this plus old Mr. Yan also knew that resource generation is just as important as damage output when he made those pants...

Cube the wrists "Gabriel's Vambraces" and equip "Strongarm Bracers"
Now you do not have to worry about studder stepping as a hammerdin. PLUS you get 5% more damage than Hexing Pants.
Now your asking .. "But what causes the knockback effect?!" .. Well my friend I will tell you..
Use "Falling Sword" skill with "Flurry" rune. Done. Now your Falling Sword is even more useful than ever.
Also, for the belt. I suggest the belt that gives Falling Sword an additional skill. It's called "Sacred Harness"
It offers your failling sword to cast Judgement with a rune that makes enemies attack 40% less damage..
