So i got around 350 million to spend and looking for the most effective upgrades for him. He's WW/HoTA, can farm MP6-7 somewhat easily. I'd like to kill faster and not be one shot. Hoping for fast, effective clears of MP10.
So what I'm asking is the following:
What pieces would you upgrade in priority, and with what? I'd appreciate any help! Thanks.
You should probably go for a better fury first. Get one with a socket and some other decent stats. This will be the quickest way to get your DPS up without sacrificing too much EHP. UPgrading gems wouldn't hurt either.
You definitely want a socket. If you throw the 100% emerald in there you're still gaining a net of 20% CD. If you get one with CD already on it price goes way up. I would shoot for high STR and maybe VIT. As for price I'd try to stay under 100 mil and get the highest DPS you can. In my experience prices tend to be lower on weekends if you care to wait. Sunday is the best
I'm not really an expert on prices, but here are my thoughts:
If you've got the dough, an EF with high crit damage and a socket (with a high-end emerald) is certainly an upgrade. If not, the EF you have isn't terrible -- it's just not optimal.
You currently have 8.5% lifesteal when anything much over 5% is kind of overkill, assuming you are able to generate decent DPS, and I think you should be able to get there. I'd replace the belt with a Witching Hour, and you can make up the lost IK 3-set by getting some crit damage IK gloves. The other option would be to drop Bloodthirst for Brawler. While I'm no longer really sold on that for WW due to the delay, other people disagree with me, so it's worth seeing how it feels to you.
If you do get a Witching Hour, it has attack speed built in so the IAS on the ring will probably not be helping much at that point. Options would be to get IAS on fourth slot or to swap that ring for something like crit chance > min-max damage > crit damage. I'd probably go with the latter option. If you go with the former option, make sure to look up the details on breakpoints so you aren't wasting IAS for no benefit to tornado damage.
If you want to keep the Hellfire, that's up to you, but I think it's bringing you down. Also, keep in mind that the XP bonus isn't as great as it sounds since it's additive with MP rather than multiplicative.
If you want to farm high MP, your health is kind of low. I'd shoot for at least 40k and ideally 42-45k. You could resocket your armor and/or helm to help somewhat.
I'd swap your boots. For your budget, I'd go with Zunimassa's. Natalya's are slightly better at high gear levels, but they require the ring too in order to be good, and good Natalya's rings are expensive.
You should be able to grow out of Warcry at some point, but until you feel comfortable with that, you are most likely better off with Hardened Wrath since your armor is much higher than 10 times your resistances. If you want to do the math to prove it, mouse over your resistance of choice and your armor values with Impunity active and then with Hardened Wrath and write down the percentages (0.55 instead of 55%, for example). Next, compute the following for both sets of numbers:
(1 - resist%)*(1 - armor%)
The result will be the percentage of damage you take from attacks after armor and resists are applied (not counting melee reduction, barb class reduction, etc.), so you want to use the rune that gives you the lower value.

Should I be looking for high CD% on Witching or just h igh str/vit combos?
Generally, both, though the crit damage is the main thing that makes that belt best in slot. When in doubt, try a calculator like the one at d3rawr.com/d . Just import your character, copy it to another tab and then put one belt in one tab and the other in the second, then hit calculate.

I grabbed a 12x/13x str/vit witching hour. Debating getting the rest of my gear first or buying an echoing fury with an open socket and high crit damage. Thinking of giving the weapon a 100mill budget.
With this setup, my all resists are taking quite a hit however.

Zuni boots don't help w/ that. Look into getting some STR/Vit/AR/MS Ice Climber's, don't need to be 240+ STR but like 170str/140vit/75+ar/10% life/12%ms would help your EHP.
I don't agree with Inna's at all imo, if you're having trouble staying at the 2.52 Breakpoint, drop Inna's and go trifecta gloves. Get 190 STR/170Vit/75+ AR/2 socket Rare Pants instead, will boost EHP by a large margin.
As for crafting, craft Vit Shoulders instead of STR shoulders:

Edit: You aren't hitting the 2.52 Breakpoint (8.57tps) Missing 9% IAS currently. This would bump up your tDPS by alot. My suggestion is, Drop Innas and go Rare Pants, Drop bracers and go Lacunis (Makes up the 9% IAS and movespeed while gaining back the STR/VIT loss from bracers transferring to pants), and trifecta gloves and you'll be at 59% Attack Speed Bonus w/ Wrath up which is spot on.
Even though it has alot more gear, you will notice it is still at 59% IAS. You want to maximize your breakpoints and not get unneeded IAS (Unless you're pure hota). I would prefer 60% as then you have the choice if you get a beastly Sword MH to go that and hit the 10tps (2.86) mark on the MH.
