Put my barb on hold for a while, but I'm now considering picking him up again and trying out a WW/Tornado build. So my question is, what is the minimum gear requirements for such a build?

With my current tank'ish gear I'm farming act 1 inf, and have cleared everything, just never got to the point where I could effectively farm act 3/4.
Overall its still All Res that gets you farther. The values of any of those stats are the same for any build now. Having the crit to get fury back so you can continue to spin forever is the only thing I'd call a requirement. Getting close as you can to 50% helped me and I did it cheap to try it. Just rings that cost a fortune. Mace/axe using Weapon Master + Ruthless. Get crit 4.5+ neck. 10 on glove. 4.5 bracer.
After you got the crits you gotta abuse the crit dmg. Lower DPS offhand with a socket gets you someplace. I did it ghetto style with 2 axes with sockets. Threw emeralds in and proceded to face rolling fun.
Only other thing I have to say is quickly learn the behaviour of the Sprint tornados. Getting 4 of them off and moving efficiently is helpful. You can kite a pack forever and never actually melee them if you must. Good spinning to you.
As far as offhand goes i know the dps doesn't matter much, but how low should I go? Are we talking 500 or can I afford to go even lower without it having much effect?
Offhand DPS only affects whirlwind, not sprint and sprint does most of your damage.

>800 resists with 800 life per hit and 2-3% life steal is good so that you don't die easily in act 3 and when you use slaughter you get insane life steal due to the insane damage. Of course you can live with less resists and more life per hit or more life per hit and less resists, too, but if you go with less resists you would need a higher HP pool to buffer better. With 800 resists, 35k HP is barely enough, 40-45k is recommended if you want some leeway.
As for prices (at least on europe), for act 3 it'll cost you about 3-5mil per item, and of course more for the weapon and offhand (the more you spend the more DPS you will have and the less likely you will die to elites that just spam random !@#! all over your screen before you kill them). For act 2 it's more around 100-500k per item, and for act 1 you can faceroll it with items that cost as little as 10-20k.
The equipment is not terrible expensive bar gloves, rings, amulet, and weapons. If you're looking to budget build i'd check the AH daily for those things. Once you get your hands on those you can fill out the rest of the set pretty cheaply.
Personally, i've been hung up on getting weapons for ages. I'm not one to spend mega-millions, so it will probably take me a month of bargain hunting to get my hands on a pair worth using.
This makes me want to try to farm act 3 again . Try is the main word. I can farm act 1 and 2 but three is way to many deaths for me to be cost effective.
Thanks a ton for the responses! I've been shopping a bit and I'm currently just missing proper boots, neck and belt, possibly a ring though i quite like my Bul-kathos with armor and damage as random props.
My stats are as shown below with enchantress but with no other buffs, for offhand im using a 388 dps axe with 890 LoH 65 base crit and a socket.
My thoughts on the last 3 pieces
Neck: @res, crit, LoH
Belt: str, vit & % life/@res
Boots: run speed, @res, str/vit.
What do you guys think? Not really sure how much more resist i need, but i definately need some more vit, and perhaps str both giving me some of the armor I'm kinda lacking. Also considering swapping the enchantress and her armor & attack speed for the 3% crit from the scoundrel.
Just did some act III inferno with 2 mediocre monk tanks, and it seemed to go alright, died a fair number of times but i think that was mostly cause the 2 monks didn't really put out that much dps, and the fact that I'm still new to the playstyle, meaning that 1 slaughter wasn't enough to kill the worst packs. Shielding though seems really tough ...

As far as the WOTB rune goes, some use Thrive on Chaos and some go with Slaughter instead.
