First off I would like to begin this by saying, although I had no experience with the previous rune system, the new one seems to work much better.
That being said, there is still some room for improvement. I would enjoy seeing my skills grow - like seeing shock pulse gain more pulses, or lashing tail kick do a higher and higher percentage.
I propose that each rune still progress through the 7 levels like in runestone system, but instead of having to find the stones, you could just earn experience whenever you use that specific rune with that specific skill. which makes sense logically, the more your character uses a skill, the better they get at it.
It would add a penalty to respeccing which a lot of people seem to care about. and we could simply do it while grinding for loot. It would give the lvl 60s something to reach for, maxing out all runes for each skill would take much longer than simply reaching the max lvl. i know in D2, although not the same game, when some people reached the max lvl with a char, they would stop playing with them because there was nothing else to do.
I dunno, just a thought. Anyone have any comments or suggestions?

1. The penalty to respeccing would not fit with Blizz's theory of trying different build for a character and finding the right build. 2. Even with the current ruin system, people at lvl 60 will find enough randomization with the skill sets to keep them occupied.

Hm. good point.
But they did think about using the old rune stone system which would punish you in a similar way. Like if you put your lvl 7 Crimson Rune into Lashing Tail Kick and then decided you're not going to use that skill any more, you'd have to grind for another lvl 7 rune which seemed like a pretty painful process. But that's the only counter I have, so mayhaps you're right.
But I still think the satisfaction of seeing your skills grow would be a better experience than just switching around skills. Especially when i get to lvl 60 and would most likely have tried out all the combinations except for the new ones unlocked at that level.
