They say you can have it downloaded and ready to go, but not installed. They even make a point to say, that if you bought a physical copy, downloading the digital pre-download wont save much time, because you still have to decrypt the digital copy once its live!
I may have used a bad term by saying key, I just meant in general you wont be able to do anything with your copy until 12:01 PDT
HOWEVER, for all we know, we might be able to get our client to install using the EU encrypting key at release? So how knows? [Though each client should have their own] There could be a work around, BUT thats all guessing.
Ill keep an eye out for the quote I wanted later when I have more time =)

The digital pre-order will unlock at your region's midnight launch time. Unlock, install, download day one patch, play.
You didnt read the tweet it seems. "Unlock" (which is confirmed not till 12:01 PDT) THEN install, then download day one patch.

This is also not my first digital preorder, I know how they work with blizzard ^_~ and I know what he meant in the post you're linking "As soon as possible" meaning you don't have to donwload the full thing.

Um no. And what? I get that you're mad you don't get to play at midnight but there's no logic in your release claims. As much as I'd love it, they'd never let PST play at like 9PM or whatever time it would be for EST midnight.
I figured it might be easier on the servers if they just let each time zone in the US log in starting at their respective midnight but then people would probably just VPN to another time zone.
Blizzard has never had a successful (meaning no massive downtime issues) launch for the online component of a new game (i.e. expansions do not count since they are just glorified patches -- unless you can play the game standalone, but even then the server infrastructure has already been improved for the game since it's original release). Hopefully the OB stress test will change that for the first time, but I'm fully expecting to be frustrated for an hour (12-1) then just going to bed.
Haha, name one Countrywide media entity that runs on PST. Everything from the stock markets to big sports events btw pdt teams makes sure to cater to EST. Eastern is THE us time zone.

keep in mind, Open beta was on live servers. so the info they got from that had to have helped them x10 fold. I hope thats enough for a smooth release, but still.. one can cross fingers =P

For a global game to not be available at the same time globally makes no sense. I think it sucks that they are giving Europe advanced access to the game and their own local customers are getting the shaft having to wait an extra "day" almost. It won't end up actually affecting me since I'll be working that week and only playing some on tuesday night anyway, but its still seems kind of rude to give your local market the shaft.

You CAN pre-download / pre-install. Bash's reply has nothing to do with this, he is simply talking about when we can log in.

Also, according to the post I linked (not the tweet), it will still be encrypted until it is unlocked. Which is what I was referring to in that case.
But the point still stands you can not get onto the EU servers until you have the game activated, which was the point.

Encryption (from pre-download) will take same time as an install. Which wont happen until game unlocks
