Basically, the idea is to stun/slow/snare enemies as much as possible while slowly pinging them to death with Hungering Arrow or carefully placed Spike traps. Runes on Hungering Arrow (single-target dps) and Spike Trap (AoE dps) in conjunction with the 3 selected passives are the damage boosters. Everything else is geared toward a diverse CC utility.
I like Hungering Arrow because of its chance to pierce as well as not needing to really aim with it. It just destroys your enemy all by itself!
I call this build torture because of the somewhat weak emphasis on damage abilities. It's like repeatedly stabbing with a sewing needle until the target finally, FINALLY ceases due to blood loss. Hooray!
Hungering Arrow/Spray of Teeth
Entangling Shot/Chain Gang
Caltrops/Torturous Ground
Vault/Rattling Roll
Spike Trap/Lightning Rod
Rain of Vengeance/Flying Strike
Spray of teeth seems rather mediocre if you ask me. Hungering Arrow is an amazing single target generator, so Idk why you would try to turn it into a mediocre aoe.
2 generators in one build seems redundant as well.

Archey >>>>> Cull the weak, you may want to stack Archery with cull the weak, but never take CtW over Archery.
Elemental arrow + frost arrow for better utility
Otherwise, solid cc build
Spray of Teeth - The intent with this is for focusing down single-targets in a multi-target situation while generating Hatred. Though, the primary target would be taking lower dps as a single target than if say I put on Cinder Arrow, more dps is being done overall if this single target is in a group of monsters. I agree with you, this is absolutely not helping a literally single-target situation like a single boss for example. But the angle is to get better dps mileage per arrow because of being in multi-target siutaions more often than purely single-target. Also, its AoE effect is everything in the area, not just 3 targets like Shatter Shot. Also, I'm not too keen on the pierce effects. With pierce, I don't know if it's going to another target and which target that is, or if it's going back to the original target. A defined AoE like Spray of Teeth is EVERYTHING in its radius. That just seems to make the most sense. That all being said, it's absolutely not mediocre.
Why 2 generators? Hungering Arrow for the dps + Hatred gen, Entangling shot for the CC'ing + Hatred gen. Again, from the perspective of multi-target groups, not single-only bosses. This offers the option to dps or cc while genrating Hatred. I'm anticipating both strategies being useful. 5 monsters that are fast, I might hit Entangling Shot, then focus one down with Hungering Arrow which is hitting the others at the same time and generating Hate all the while. If they're a Champion group, refreshing the Entangling shot will be useful while dropping a couple traps, then single-targeting again with Hungering Arrow which is also doing AoE dps AND generating Hatred. I just think this is giving the DH 1 more tool for flexibility. For the sake of only generating Hate, sure, 1 ability is fine. But they both do different other things that I think are win.
