At lower levels I have noticed a HUGE increase when I increase my +dmg rather then my intellect. So untimely I understand int is the state for Wizards but should I be stacking +dmg first then int right now? Thanks.
At low levels your weapons might be doing 4-8 damage so a +2-4 ring is going to drastically help. Int multiplies damage so, if you have 4-8 damage and 10% damage boost from a INT item you'll do roughly 4.4-8.8 damage compared to 6-12 from the ring. When you have high end gear the multiplier will be much more useful than +dam.. unless you get crazy affix ranges.

It depends on the overall increase in int versus the overall increase in + damage
Currently it is like +1 damage is around 8-10 Int in terms of DPS (raw damage can be more relevant with certain skills like Arcane Orb).
And I'm pretty sure it will stay that way. I replaced a 3-4 damage ring with a +30 Intelligence ring, but other than that it is hard to find good Int jewelry.
While I'm sure the scaling will tip in favor of Int later on. Right now I've found little use for it on rings and amulets. (Stack whenever possible on other stuff thouhg.)
I have a +4-8 ring, and even a +45 int ring was still not as good, so it may take a while for the scaling to really kick in.
I also noticed the crazy increase with more attack speed.
Something to remember though as we progress is that DPS is really not a great tool for determing if you are really doing more damage. As it's just taking your total damage inclusing modifiers, and then dividing by attack speed. But that gives us a number that represents attacking constantly, never moving, and doesn't take into account modifiers for specific abilities. So while its a good enogh indicator for gear now, it may not be as clear cut later on.

Obviously you need gear of equal level. But assuming that is true, then +dmg will surely always win.
I haven't ran the #s on it, but I would be outright shocked if that weren't true.
Another thing to consider is that you can have both on same item.

The more INT you have, the larger the bonus from +damage you get.
The max +INT you can get as a single affix is +111, providing an additional 111% base weapon damage.
You have 187 base INT at level 60
If you have a base damage of 200, then the following is true.
You deal a base 374 Damage
An additional 111 INT makes you deal 796 damage
To get to that level of damage without any additional INT, you need +226 damage on your weapon.
However, I think we can all vouch for having massive +INT bonuses on our gear, so, instead, let's use 350 INT as a base (instead of 187), whilst still using 200 damage. (You have +163 INT already on your char)
You deal a base 700 Damage
An additional 111 INT makes you deal 922 damage
To get to that level of damage without any additional INT, you need +63.5 damage on your weapon.
Let's use 500 INT as a base (instead of 187), whilst still using 200 damage. (You have +313 INT already on your char)
You deal a base 700 Damage
An additional 111 INT makes you deal 1222 damage
To get to that level of damage without any additional INT, you need +44.5 damage on your weapon.
Not as clear cut as people would have you believe. Also remember, that as one stat goes up, the other has increasing marginal returns. If you have high damage, you want high INT, and the other way around, to maximise the bonuses.
Many people are forgetting the obvious ... Intel can be on anything, damage can not.
Rarely will you choose Intel "over" damage, simple because you have limited choices for where you get your damage from.
If it has +damage, you want it ... if it had +damage and +intel ... you REALLY want it. So rarely (as in some godly rare) will you ever choose a piece that has no damage over a piece that has damage.
You can say you choose damage because it's better ... but that is exactly why the Dev's made it scarce. If it was all over the place, the Dev's would have to tone it down and make it less powerful.
Well, like most have said, the more of one stat you have, the better the other becomes, 100 int will be better then 100 damage if you have 1000000 damage for example (huge number just to show) while if you have 100000 int, 100 damage would be better, it's actually a pretty nice balance i find.
On another note, you got to weight in the benifits of more int providing damage reduction.

Best to have it balanced, by which I mean equip whatever gives you more damage

Either:
- I'm really undergeared.
- You got really lucky on drops.
- Or you are stacking damage and not caring about vitality.
Because i hardly scratch 1k damage at 40, and that's with Magic weapon on.
