Shock Pulse + Lightning Affinity = Good way to gain Arcane Power with a 105% damage each pulse.
Disintegrate + Volatility = Range attack. Nice skill and I got 35% change to deal 425% arcane damage every enemy that I kill.
Frost Nova + Bone Chill = My intention is to freeze the enemies (3 sec) and gain 15% ice damage. In that time i will use my Blizzard
Blizzard + Snowbound = cost 15 arcane and deal 175% + 15% FN = 190% damage + 3 sec freeze
So the enemy will be frozen for 6 sec ( I think). It is a nice combo (Frost Nova + Blizzard)
Energy Armor + Prismatic armor = 65% armor + 40% all resistance
Teleport + reversal = It is a good way to change my position really fast.
Passives:
Astral Presence: Receive the amount of arcane that I lose using Energy Armor + increase 2 arcane per sec.
Galvanizing Ward: 890 life per sec. Really nice!!
Blur: My problem always be the melee damage. Using that passive skill i will decrease melee damage taken by 20%.

Blizzard + Snowbound: the cost is 20AP after the reduction, it reduces the cost TO 20 on the updated talent calculator. It's decent but it's over-3 seconds so keep that in mind.
Energy Armor + Prismatic Armor: You lose 20 of your arcane power, that's quite a lot. I would rather lose the resistences and take Energy Tap rune.
Blur: you could probably handle without it considering you got Frost Nova + Teleport + Armor (buffed for health regen).
Decent though, don't let my criticism hinder on your game-style and preferences.
I would not use Shock Pulse unless you are planning on doing a lot of close ranged fighting. It is difficult to control and does not guarantee hits. I would only use this in a melee build. Instead, use Electrocute and one of it's runes; guaranteed hits are good.
I like Disintegrate for some AOE clelaring. Maybe consider Ray of Frost instead to play off of your cold damage synergies?

extra 3 seconds of freeze is coming from here. Blizzard does not do this. Frost Nova with the damage boost is a good choice.
I don't like using energy armor for anything outside of crit builds using the +5% crit rune. I don't know how big the loss of 20 AP will be later in the game, but for one round of Teleport + Blizzard + Disintegrate, you are using 80 AP. I don't think Shock Pulse is going to be reliable enough to rebuild up the AP you have lost. If you do use Energy Armor, I would add on Glass Cannon as a passive.
Teleport + Reversal is a good combo for kiting. I prefer slows/chills, but that is more of a style thing.
I don't really like your choices at passives. Black Ice would go a lot further for bolstering your main combination for AOE damage first off. Second, instead of using Shock Pulse and a passive for 20 AP, use Chain Lightning and Prodigy. That will provide AOE damage and very quick regen. The last slot has a bit of play in what you want to do. You could go Evocation for lower CDs, Glass cannon for more damage (like I said before), or maybe even Temporal Flux to give your Disintegrate a slow.

I would replace one of the buff skills (maybe slow time) with an AoE that hits for harder than 80% per target. Besides that, it would be good.
