How do we know that WD's Fire Bomb is going to be ineffective. It did not look to strong in the original trailer but it likely got better since then.
I don't know, it's a normal spell (duty of wiz)
WD to me sound summoner and debuff not caster...
Do you think a first tier spell maxed can be effective at the end ? you indend to maxed it and always use it ONLY ?? because to me it's a waste of skill point, you better to maxed end level skill...
^ It is thinking like this that causes Blizzard to redesign how skills work. Blizzard doesn't want everyone to just bypass the early spells and max out end level ones. I think that they will be making first level skills effective end game through leveling and skill runes. Blizzard wants every class to have a multitude of different skills to use and not just the same three at high level. I think that this is why they got rod of the tier system.
I think Skull of Flame will still be very effective throughout the entire game. I would like to add the rune that causes it to splash and leave an AoE.

I believe this is why they tried to add synergies in D2 1.10 to try to get people to max/use earlier spells, but it really didnt work out too well, because you just used those early spells to buff the end level ones. Also in the process they limited the number of builds that would be viable...I am interested to see how their skill system works, though it will be a while before I can try it out

Yes right !! I hurry to see how it will work !!
I see a single way to make first skill useful = % instead of a static number.
That and like you said runes
yeah, maybe all skills have the potential to be as damaging end game. Maybe they just put a limit on character level on when you can level up that skill.
For example:
lvl 1 skull of flame - 6-8dmg
lvl 2 skull of flame - 25-30dmg
lvl 3 skull of flame - 100-125 dmg
but you can't level up skull of flame to lvl 2 until you reach clvl 10 and lvl 3 skull of flame at clvl 20. That way all skills are viable end game and it is more of a preference of what you like to use rather than which one is the most damaging.

mmmmm if we got 1 point each level, it can't work (you will have too free point while you have every available skill with 1 point inside)... And It break a little bit the customization...
What I see it's :
lvl 1 - 12-18
lvl 2 - 22-34
lvl 3 - 34-48
....
Damage * (character lvl/1.5~)
if you get 1 point per level, then you get to put them in a variety of skills since you can't increase 1 particular skills. Each skill could be upgraded at different levels.

bah, I really don't like that !!! it's decrease the customization...
What, everyone will have the same build ?!?!! IF the game don't let you the choice, it's mean you're forced to put point or keep it for later (I don't think Blizzard want that).
no, you are misunderstanding me. Let me try to rephrase it. They have described the new system as a pool. I think that each pool you go into will allow for different skills and different levels. There is still plenty of customization because you have to select what you want out of each pool.

The arrows are just to show character level progression and not prequisites. The only prerequisite would be the same skills previous level.
The pools just limit your choic of skills for that level but allow you choice.
You are much more patient than I would have been trying to explain that. lol
But yeah, the pool idea that you came up with is the same basic design that I got in my head when Blizz mentioned "Skill poin pool". I think you're dead on the money. It seems like this skill pool would be a very efficient way of leveling, and would promote using more varied skills in the end game. I think Blizz has learned a lot from the DI, DII, and WoW in the skill leveling department.

Smite is the best melee skill in D2 and it's on the tier 1.
Raise skeleton is the best summon skill in D2 and it's on tier 1 too.
Amplify Damage is the best debuffing skill in the game and it's on tier 1.
Out of the 6 skills archetypes (buff, debuff, ranged attack, melee attack, summon, AoE) 3 are on tier one.
Do a first tier spell maxed can be effective at the end game? Sure.
On topic ->
Wizard do not use many elemental spells because she's interested in a "higher" tier of magic, like scyber said. And this "higher" tier includer "weather" spells. For some reason, in diablo lore, weather are difficult to manipulate with magic (maybe for the same reason weather is difficult to deal with scientifically).
Obviously Fire does not fit in the "weather" magic part, but wind, cold and lightning do.
Now the witchdoctor + fire fits very well. If you play attention every single shamanistic creature in Diablo use fire as element. Why ? Because people from tribal civilization often worship fire.
Also, the witch doctor are kinda like a primitive alchemist. He doesn't directly conjure elements from other planes, he uses special spiritual powers and alchemical reactions to produce his spells (thats why he throw a potions or summon spiritual animals to use his powers). And poison and fire are naturaly the two element of choices for a character like this.
In other words Wizards are tied to Conjure, Weather, Time/Space magic and the witch doctor to Chemical, Animal, Spiritual and Undead magic.
One question, why does the Witch Doctor have fire spells, to be honest, I do not like it, not one bit, it makes almost no sense.. I always loved being the offensive frost / fire, maybe the switch for arcane and lightning why not, but other than that, I always assumed fire to be more offensive than anything...
For Wizard being the most offensive, and Witch Doctor, more being (in my opinion) the poison/curse etc. I do not see why Witch Doctor should get fire.. not only that but where does the idea of Fire + Witch Doctor come from?
Based on real world witch doctors, I do not see the reason witch doctors should use poison. Witch doctors are supposed to be healers hence their "doctor" title. In the real world, they help those who have been supposedly bewitched.
Anyone who knows how to cure poisons knows how to make poisons.

Faded out her voice and soiled her name
And like marked pages in a diary
Everything seemed clean that is unstained
The incoherent talk of ordinary days

Decide what is clear and what's within a haze
What you should take and what to give" - Opeth

with this pool system i'd have to see the game itself first before i could devise a skill build XD
