Convention of Elements
For offhand use either Triumvirate or Orb of Infinite Depth, whichever one you have better rolled and put the other one in the cube.
This build has insane survivability due to combination of Orb of Infinite Depth, Halo of Karini and DMO 4pc bonus so you can easily run Witching Hour for more offensive power, but if you don't have a decent one or want even more toughness then Shame of Delsere is also a viable option, making it easier to keep up Triumvirate bonus as well as stacking Arcane Dynamo.
As this build remains mostly stationary once you get into combat Endless Walk is only going to be used for it's offensive buff, if you don't have decent set you can instead opt for Hellfire Amulet and ring of choice, ideally you'd want Unwavering Will for your Hellfire passive.
Up to your personal preference, you can swap Illusory Boots in the cube for Crown of the Primus.
If you really want to be able to facetank stuff Arcane Enchanted + Molten + Mortar + Orbiter you can swap Bane of the Powerful for Esoteric Alteration and Unstable Anomaly for Unwavering Will, but in my opinion that's overkill as this build can pull of over 1 billion toughness without it easily.

Nothing unusual here, put enough points into movement speed to get to 25% base speed and then dump rest in primary stat.
Build Guide
Disclaimer: this build is not meant to push very high into leaderboards, but rather be a fun unusual build that's very easy to play
With that said though, I believe that with well rolled gear and decent augments it can push into 100-110+ GR. I've easily done 80s with very unoptimized gear and low paragon.
At the start of a GR pop Storm Armor and numlock Explosive Blast as these are your major sources of survivability.
This build shines with high densities of low hp enemies, but can put a fair fight against elites just as well. Whenever you see a big pack pop Black Hole to stack buff from Spellsteal and debuff enemies through Strongarm Bracers then proceed to setting up Slow Time bubble. After that you start your main rotation, based around Arcane Dynamo: attack 5 times with Spectral Blades and then cast Arcane Orb, rinse and repeat while staying on top of enemies.
Tricky part is timing as sometimes autocasted Explosive Blast from numlock trick will steal your Arcane Dynamo stacks which is quite a significant hit to your overall damage output. You can bypass it by delaying your 5th cast of Spectral Blades until after Explosive Blast goes of, but usually you should be able to perform full 5 stack rotation while Explosive Blast is on cooldown, especially if you use Shame of Delsere. It gets very unpredictable while under effect of channeling pylon though, so for that period it's better not to care about Arcane Dynamo at all and only cast Spectral Blades to keep up Triumvirate buff.
As you can see here this build is indeed quite tanky, even with suboptimal gear.
