In the neck I use the passive Nerves of Steel. If I end up with one of the other 4 I just switch it out.

Core: Movement (to 25% cap, including any that's on your gear) and then Strength.
Offence: Crit hit chance, Crit hit damage, Attack speed. CDR is least beneficial.
Defense: Life is always good, resist all is always good, armor is decent, life regen is lowest priority.
Utility: Area damage is the only direct increase here.
