Simple WW build that has been done a million times haha. Found this to be the quickest T13 farming build for barb over everything else. Can do T13/Gr 60 in under 2 min at Para 400(Could be done without para but this is when i found all my gear).

CDR: Id aim for at least 30% CDR(Without Para) but 40% would be ideal.

Toughness: 10 mil minimum at T13 but 15-20 mil (Without buffs) is ideal.

Passives: They are optional outside of Boon/Ruthless, but it is hard to keep up Fury at times without weapon Master and rampage is a great Offensive/Defensive passive so id stick with it. Brawler would be my 5th passive.
