You should probably put some paragons into vitality, especially at low levels you will be quite squishy with this build. Don't assign any points in life regen / life on hit.

Build Guide

Overview

This build is aimed at pushing solo using the established Natalya playstyle (Strafe + Generator + RoV) and combining it with the newly reworked Hellcat Waistguard as well as the Shi Mizu’s Haori. The goal is to stay at <25% all the time to maximize your damage, so you will always be on the brink of dying, only kept alive with the Fortress Ballista shield. If you don’t really enjoy the perma low-hp playstyle, you can also play it without Shi Mizu (see below). Beware, it only really works well for experienced players and requires some fishing as well.

Itemization

Pretty much all of the listed items are necessary and require decent rolls for this to work properly. Make sure you don’t have any recovery (life regen, life per hit, life per kill) anywhere, because this will get you out of Shi Mizu range easily. Roll off any crit chance you have and try to stack CDR on 3 items (preferably weapons and shoulders), you should have close to 40% CDR. If you don’t have perfect rolls, you can also add a fourth item with it. Roll Rain of Vengeance damage on your shoulders and cloak if possible, and try to stack some defense wherever possible. You also want to roll off the damage range on your offhand, because it doesn’t count for Rain of Vengeance.

Playstyle

The basic playstyle is fairly simple: hold down Strafe, cast RoV, cast two generators, repeat. Try to make big pulls because this build is fairly weak and requires good density to clear rifts. Playing around Shi Mizu requires some practice, so you should only really use it when you are familiar with the basics already. You need to learn how many hits you can take before your shield drops, so be aware of your surroundings and which projectiles, elite affixes or melee attacks hit you that will reduce your shield. Especially when fire Convention is coming up, you want to be inside an Oculus ring to maximize your nuke, while avoiding a potential death or healing from dropping health globes. Spamming Preparation and Smoke Screen helps with that.

Variations

Instead of running with no crit chance and cubing Shi Mizu, you can also go for a standard setup and cube Aquila or Hexing Pants, however the build will be maybe 2-3 tiers weaker. Another option is to go with Lord Greenstone cubed and drop Shi Mizu + Fortress Ballista, so you can combine the fire RoV with lightning FoK. This version should be around on par with the Shi Mizu fire build, and is also easier to play.
