You need perfect CDR ( 62.6 ) in order to keep the proper rotation with convention of elements. You could go for a CDR amulet to feel more comfortable but it's a dps loss.
You need higher Cold %¨than Arcane to make sure Archon is dealing COLD damage and therefore grants you the Cold Tal'Rasha elemental stack.

How are his resources so steady? I play this build at around Grift 80 or so to get some paragons, and it constantly is below half.
The more monsters you hit with your twisters, the more arcane power u'll receive back.
