You need to stack as much CDR as possible. It essential to max it on every possible slot to make this build work at the best of its ability. This means that you sacrifice some sheet damage but overall you have more damage output.

You max out Resource first for Ill Will bonus.

Build Guide

Personally I love playing build that are based on resource generators. They offer a much more simpler gameplay and sometimes oppose rival builds. Examples are the Static Charge Monk and the Spectral Blade Wizard.

You can see this build is very similar to the classic Marauder Chakram build. The difference is that you swap out Dawn for the Spines. I believe you can get the same effect by doing that while also stacking up on more toughness. This alters the rest of the item choices to a great extent. Instead of Focus & Restrain you now go for the Endless Walk set which can give you both toughness and damage equal to Focus & Restraint. You have a choice in your other ring which I suggest being either the Elusive Ring (more toughness) or CoE (more damage). Depending on what you have rolled best you cube the other. Furthermore there is no chance in hell that you will run out of hatred since no skill spends it. This way your Chakram damage is always increased to the maximum. Lastly with Aquila Cuirass cubed and the perma hatred you have a significant boost in toughness. Essentially this mimics the effect of the Dark Heart rune given by Visage of Gunes in the classic build.

The main disadvantage of this build is that you lack the perma Vengeance which gives you a 40% damage boost. I overlooked that slight detail and this is basically what makes the build less powerful than the ordinary Chakram Marauder build. Still I will attempt to fix this. If any of you are interested just make sure to check the guide every now and then. Currently the guide is a starter which would help people push Greater Rifts up to level 65.

Update: By switching out CoE with Rorg you can wear the Cloak of Garwulf, which gives 2 extra wolves->more damage and toughness due to Zoey's. To constantly have this damage boost you will need to max out CDR as much as possible but this is quite difficult as with 50% the cooldown of companion is 15 secs and the damage boost lasts for 10. However, if you max out CDR on every possible slot then you do get a permanent damage boost. I managed to do a 65 Grift without the use of Garwulf and literally no Augments and 770 paragons. Based on that i do believe the build is very viable in general.
