Build Guide

This build's aim is to complete The Thrill in Season 5 (a conquest that requires you to clear a tier 45 greater rift with no set bonuses at all).

The idea is to be in the middle of things and let your block do the work for you; blocking fire Heaven's Fury and htting with Heaven's Fury increases the next hit due to Shield of Fury. The Retaliate rune is chosen because if gives the skill the highest proc scalar (note that it has all runes due to Angel Hair Braid). This scalar helps proccing blind and immobilize from Blind Faith and Stone Gauntlets. This in turn boosts the Heaven's Fury damage due to the Bracer of Fury.

Update 2016-01-21

I've added some recommended stats, it's pretty basic / straight forward. You'll want to hit the 75% block cap or get as close as you can. By getting Vitality on your weapon, you should be able to manage without Vitality on gloves and shoulders, allowing those slots to roll Area damage (for a total 90% with paragon, which should be sufficient). The rune selections make all damage from the build holy, so Holy damage % on bracers and ideally on amulet (as a 4th stat; socket, CHC and CHD are more important). Other than that it's a matter of enough toughness to stay alive and the rest goes to offense (nothing new about that). Getting Heaven's Fury % is worth it on the appropriate stat since there's little class A buffs (the main one is actually a penalty, so a bonus becomes more effective). Getting Punish % on belt isn't worth it due to Depth Diggers.

What's also interesting is that once you get the 45 conquest with this build, switching out the rings for Legacy of Nightmares is an interesting option to use this build on higher tiers. You'll trade the DR from Lantern with the DR from Legacy and you get the damage bonus. The block % with good rolls should be in the 70-75% range, which should be good enough. If damage taken is more of a problem than damage dealt, Convention on cube can be switched to Lantern.

Update 2016-01-27

Provoke changed to Judgement - Mass Verdict and rune on Heaven's Fury to Ascendancy. While Provoke is a nice taunt + DR boost, the clustering + Immobilize from Mass Verdict in combination with 3 Ascendancy beams on that cluster just works better.

Bane of the Stricken to Esoteric Alteration. While Bane of the Stricken is great against the RG, the attack speed of the build is too low to get a solid bonus from the stacks. Esoteric Alteration allows you to tank through mostly anything, most notably things like Fire Chains that trigger blocks. So instead of avoiding potentailly painful elite affixes, you can just barge right into the blockable ones, boosting your damage output.

The Helm of Rule added as recommended helm. The 11% block adds to the DR of Lantern even if block is already over 75%. This is also a good option for a LoN conversion; it's easy to get ancient since it's a craftable item. In a LoN setup, the block % of Lantern is lost and the Helm of Rule can compensate for this. Not using Blind Faith is a big loss of Blind proc, but I've found Blind to be a double-edged sword. While Blinded enemies take more Heaven's Fury damage, they also stop attacking which isn't a good thing for this build. At the same time, adding Judgement to the build adds a source of 6 seconds Immobilize to a large area, which offsets the loss of Blind proc.

Another possible option is wearing the Leoric's Crown and thus opening up the armor cube slot. This offers quite a bit of interesting options.

Stone of Jordan added as recommended ring. The damage bonus isn't as high as the Occulus proc, but if you have one with Holy % it's an easy bonus.

Other skill variations are chaning the Laws of Valor to Laws of Justice - Bravery or chaning the rune to Frozen in Terror. I'm working with Bracery at the moment; this gives a 5 second immunity to knockback and stun, both things that'll mess up your blocking. Frozen in Terror is also an interesting option since it'll enable the additional Heaven's Fury damage. It's range is however somewhat limited.
