Typical Del Rasha, this build works as a frantic teleport-all-over-the-place as well as a chilled cautious strategic playstyle. Depending on the situation, you can use whatever suits best. This is a build for the solo Wizard.
you can of course intermix the Helm//Chest/Legs slot between Delsere's and Tal Rasha's pieces.
focus/restraint work well enough with piercing orb and meteor swarm, it deals a ton more damage than the mammoth hydra I used before meteor swarm. Needed to change it because mammoth hydra does not trigger F/R buff. Crown of Primus, 4/6 Delrasha and Nilfurs was not possible before 2.3 and this really rocks. CotP makes Slow Time just much better as a defensive option.
In this particular build I use a Ancient Parthan Defender with +20% cold damage. Since it is my only item with +elemental damage, slow time does cold damage, and adds a TR stack.
I like Molten Wildebeest's Gizzard but you can of course substitute it with any (damage) gem. Zei's and BotT are mandatory and too good to pass for this build.
The playstyle is a mix between aggressive Tal Rasha Sort of "port in and wreak havoc" but with the added security the Slow Time bubbles offer. There is a lot of stunning going on, so Ancient Parthana Defenders will skyrocket your defenses without much work.
EDIT: after reading the comments and some experimentation in game, there is one very nice option for this build: switch Evocation for Illusionist (passive skills). It was unknown to me that Slow Time was also affected by Illusionist and this works very well for a more offensive reckless playstyle.
This also allows to change Piercing Orb against something that you like better, my choice was Electrocute.

Speed is life, resource is quite important because Meteor Swarm is absolutely capable of running you dry if you don't watch your mana.
Stat priorities:
- Crit Damage / Chance are the most important by far. (keep those in a 10/1 ratio, as in +380% crit damage for 38% Crit chance. Use your paragon points to fine tune this. So if you have +400% chd and only 21% chc, then you should definitely choose chc over chd for your paragon points)
- Int, because damage and defense
- CD reduction helps with laying more slow time bubbles
- attack speed doesn't do much for this build. It's nice for having shorter casting animations, but nothing you should gear or skill for.
For defensive stats, this is my order:
- VIT. I feel it gives the best returns, also it inflates that toughness rating the most
- Regen. I love regen. But the Wildebeest Gizzard gives so much of it that I prefer VIT on my gear when possible.
- Armor.
- Life %. Since I don't exactly have lots of VIT on my gear this tends to net a lot less +life than pure VIT. Just take a look at your toughness rating and compare a +15% roll vs. ~700 VIT. In my case, VIT always won by a large margin.
- life per hit.
Build Guide
Delrasha with F/R, CotP and Nilfurs for maximum Meteor and Slow Time bubble madness.
Playstyle: depending on the situation, but usually like this:
shoot a piercing orb at the pack, place bubble, cast Meteor Shower, teleport into the pack. For lesser mobs this will usually kill the whole pack, if the fight takes longer regularly cast piercing orb to get rid of the Slow Time cd, and Meteor Shower for damage.
It takes a bit of experience with the build to manage the F/R and Tal Rasha stacks. As soon as you have 4 TR stacks and both F/R stacks things just die, fast. I especially love the good performance agains rift guardians and elite packs.
This build has no real disadvantage against any monster class. Since you are not the typical TR melee type you don't have a problem with ranged mobs, Slow Time takes good care of them. You need to get used to slowed missiles inside your bubbles though! It's only a ltp issue, but still. Porting inside of a swarm of slowed poison wasps or succubus flares can instantly kill you.
Might be a stupid question but... how can you reach 4 TR stacks? You only seem to have 3 elements.
Why not cube Nilphurs and wear the crown to guarantee that you get the 200% bonus?
Also why are you not running illusionist? The slow time reset is op. Is it because of the damage decrease from trash?
Ah alright , Thanks , I have more + fire dmg and I switched my meteor to frost so I can get 4 stacks , Very nice guide, climbed from 40sh to 50sh Grifts.
A few odd choices in this build, some having been mentioned already.
Illusionist instead of Evocation, this one's a no-brainer.
I wear lightning bracers so I can use Magic Missile - Glacial Spike for some extra crowd control. Sure Piercing Orb is going to hit more stuff, but the damage of signature spells is insignificant compared to your bubbles and meteors, and besides, you're mainly using this to cooldown your bubble and proc Bastions of Will anyway.

Hey DJ, nice guide... however you don't have the stat priorities set? wondering the rundown for best combo of stats for comparing items... if you could update your guide it would be a + for sure.
I don't know why everyone decides to use Nilfur's instead of cubing it and wearing crown of the primus. That guarantees max Nilfur's meteor, and you can still reach every part of 4pc del/6pc tals. Besides that switch, this is basically what I run for group play, and it is very fun.
