Gain Swiftness with every attack, increasing your Attack Speed by 1% and Dodge by 0.50% for 4 seconds. This effect stacks up to 15 times.

None of the items is an absolute requirement probably other than the Swiftmount but even without it you can manage with 1 sec downtime on steed if you use the endurance rune with high cdr. That 1 sec downtime will be used to cast all of your abilities + 3 hammers before every steed charge anyway.
Even the Eternal union ( http://i.imgur.com/oT5ZPMN.png ) ring can be discarded but it just makes the build a bit more tedious because you have to re-cast the bowmen more often which probably makes you slower in the long run.
As a shield you want the Unrelenting Phalanx for double the ammount of bowmen.
For the chest piece i couldn't think of anything better so i'm using Tal Rasha's for the attack speed which apparently scales well with pet damage.
As for the shoulders, there's nothing of good value you can use here other than Born's shoulders but that means you have to give up on the tal chest + one of the rings. If you don't want the boon of the hoarder + avarice band ( http://i.imgur.com/VgQ5VjS.png ) combo then it's an option but i think that you will lose a lot of movement speed for just a little bit more cooldown reduction which is not really needed.
On the Crimson boots you should reroll to Phalanx damage. The stat priority is STR, Phalanx dmg, MS, VIT, AR...
The boon of the hoarder is used more for its speed bonus and not the gold find since this build runs on normal difficulty, the gold gain is minimal.
Gogok is not actually required but i don't see any other gem that could prove useful. If you need more damage because you don't have a good dps swiftmount ( http://i.imgur.com/D4S3kFC.png ), then you can always go for Bane of the powerful for some extra dps.

The only thing cruical for this build is cooldown reduction because you want to reach 0 downtime on steed charge (which requires about 49% cdr). If you don't have max cdr on rings / shield / etc, then you will find the 10 cdr addition from paragon points to be very helpful. After you've maxed movement speed, put everything else on STR. Defense and utility aren't really useful for normal bounty farming. If you are short on gold then max gold find first.
This build has one purpose and that purpose is speed farming normal bounties. Normal bounties are usually farmed for getting the highest ammount of Rift key fragments in the smallest amount of time possible. With this build, you can complete a set of Act 4 bounties on normal in about 3 minutes (solo play) and that includes creating and leaving the game. It's not the fastest build but it's fast.
The best thing about this build is that it's a lot of fun. You just charge through and watch everything dies. The movement speed you get from the various sources (Warzechian, Wreath, Boon, Steed, Law and Iron skin) adds up to the fastest thing you've ever seen in this game with more than 300% movement speed increase when everything procs (With fleeting shrine i saw 354% ms and i don't think that iron skin procced). also, having gloves of worship means that if you get a fleeting shrine then it's party time.
The 4th passive Finery can be anything else you find useful and I'm not sure if Iron skin - Flash is actually useful because you rarely get hit on normal. Shield glare is used to blind Diablo before he teleports in the 2nd phase (Can also be used to root the spider queen in act 1). I use blessed hammer mainly for the corrupt growth as you can see in the video. You can intentionally run into elite affixes to trigger iron skin flash.
Check out the video for a small sample. You can see basically how i play this build. The differences between the build here and the build in the video are irrelevant.
