The use of Balance and Captain Crimson's Trimmings dictate the prioirites for the items. You want to maximize CDR in order to stay in 100% epiphany uptime and maximize damage. You can minimize critical hit chance % because critical hits it will be provided for you by Balance. Since you deal damage from multiple lightning skills, Lightning % over skill % is favored.

Update: Swapped out Mystic Ally for Blinding Flash with Laws of Seph in Kanai's Cube rather than Mantle of Channeling for more reliable triggering of Cesar's Memento and spirit support.


I wanted to create a build that reminded me of the early days of Diablo III, before Legendary 2.0, when Thunderclap, Cyclone, and Alkaizer runs were the thing. My idea was to maximize spewing of tornadoes all over the screen to create a lot of fun visual noise.


I'd say this build surprised me a great deal in its viability.


The theory of this build is to keep Epiphany in continual uptime through massive CDR and Obsidian Ring of the Zodiac. This gives you the spirit regen you need to continuously cast Tempest Rush, which keeps Taeguk stacks up. Balance combined with proper pulling will give you a lion's share of critical hits, which will cause a lot of tornadoes to spawn.


Then you get the "payoff" of this build... all the lightning hits should trigger Wyrdward to stun the enemy (and it's important to get a high stun chance % on the Wyrdward), which will allow Tempest Rush to come in for massive damage via Cesar's Memento.


How to play this build:

Enter the rift and cast Sweeping Wind as soon as you walk out and see an enemy. Constantly hold down the left mouse button to continually channel Tempest Rush and gain Taeguk stacks. When you hit a sizeable mob, pop Blinding Flash to increase your damage and refill your Spirit. Continue to work through all mobs in this way, restarting Epiphany each time its duration ends, and ensuring that Sweeping Wind doesn't drop if you hit a low density area.


The new legendary powers of the Captain Crimson's set really let this build be viable, since Tempest Rush is an expensive channel and you need to run it all the time in order to keep Taeguk stacked. The hardiness of this build comes in the 50% reduction from Sunwuko's, 50% from Desert Shroud, 25% from Mantle of Channeling, 28-44% from RCR, and additional Armor from the Taeguk stacks.


One drawback of this build is that I don't see a way to fit in Avarice Band, which hurts the farming a bit. It's important to try to get pickup radius as secondary abilities on at least two pieces of gear.


Annoying parts of this build are babysitting Sweeping Wind during downtime (altough the extended radius of Electric Field helps you hit breakables often enough that it isn't a massive issue) as well as keeping Epiphany going 100% of the time.


If you're having trouble maintaining Spirit while you work on building up gear, substitute Exalted Soul for Relentless Assault, and, in extreme cases, substitute Epiphany: Insight for Epiphany: Desert Shroud.
