Hurl an orb of pure energy that explodes on contact, dealing 435% weapon damage as Arcane to all enemies within 15 yards.
Frozen Orb

Create an orb of frozen death that shreds an area with ice bolts, dealing 950% weapon damage as Cold.
Teleport Safe Passage

Teleport through the ether to the selected location up to 50 yards away.

Enemies hit by Black Hole deal 10% reduced damage for 5 seconds. Each enemy hit by Black Hole grants you 3% increased damage for 5 seconds.

GR 70 Starter Gear (Season 18) Build Guide:

Do you enjoy messing around with time and space? Do you love hurling giant universes composed completely of ice at hordes of demons? Then hop aboard the Slow Time train where we deliver damage in real time. Welcome to Delsere's the Slow Time Set.

How To Play: Basically we will be placing down Slow Time on every enemy pack and elite we see. After that we hurl some Frozen Orbs and pray to the gods that they shred through everything which they usually do. Storm Armor gives us some protection and Teleport allows us to re-position / get out of danger quickly.

P.S SLOW TIME GAINS EFFECT OF ALL RUNES FROM CROWN OF THE PRIMUS SO THAT IS WHY THERE IS NO PASSIVE ATTACHED TO IT! BEFORE YOU GET CROWN OF THE PRIMUS YOU CAN BASICALLY CHOOSE WHAT EVER BUT I PREFER THE DPS BUBBLE OR THE DEFENSIVE BUBBLE! GLHF!

(You can go the path you want since you will max out all stats at 800 and then +5 Main Stat forever so it's really up to you but here's a guide anyways)

Core:
Max Movement speed ASAP because hot damn 0 % movement speed is hot garbage. After you become a speedy boy move onto either Primary Stat and + 5 Main Stat your life forever or you can max out Maximum Resource as well but I'd prefer the going straight to +5 Main Stat Strat.

Offense:

This one is weird for this build in terms of offensive paragons. I'd recommend going down the Crit or Cool Down route first and then attack speed. All of these benefit the build so it's basically up to you and what you are lacking or need more of.

Defense:

I find going Life first is important since the first 200 Paragon levels are really easy to obtain. After that go for Armor and then Resist All. Life Regen is last because it does nothing but kind of make your health bar maybe flicker or wait was that your monitor dying? That and the other stats here are so much better in terms of surviving.

Utility:

Resource Cost Reduction is going to help out a lot here with spamming Frozen Orbs. After that go for Area Damage for more Kabooms and then Life on Hit for surviving a bit more and then... Gold Find... Blah.
