Season 16 - 2.6.4 - Season of Grandeur
The patch did not affect Pest Necro in terms of set scalings, however being the Season of Grandeur (allowing everyone to have a free Ring of Royal Grandeur without taking an item slot), there is a way to improve dps for boss killing.
Change #1 - Drop Pestilence Mask helm in favour of Andariel's Visage, which can roll both increased cold skills damage and attack speed. This attack speed will allow us to do the next change.
Change #2 - Drop Lacuni Prowlers bracers in favour of Strongarm Bracers. Previously our only reason for taking Lacuni Prowlers was to gain the extra attack speed required for hitting the 2.0001 breakpoint, however with the above list changes, we've been able to gain the attack speed elsewhere, meaning we can bring in more options for damage. Strongarm Bracers with the secondary rolled to '#% chance to knockback on hit' is the best dps increase option. This is already a common interaction for solo Pestilence, but thanks to the seasonal buff, now possible in group play too.

The rest of the guide
Aim for gear is to maximise attack speed, there are two key breakpoints for Corpse Lance to reach, these breakpoints reduce the number of frames needed per attack, which increases damage per second. The first important breakpoint to reach is 1.7143 attacks per second (aim for 1.72 in game), this is taking 6 frames per attack, the next breakpoint and huge damage increase is 2.0001 attacks per second (aim for 2.01 in game) which is only 5 frames per attack. In terms of gear attack speed rolls, you will NEED 7% attack speed on weapon, and all other possible gear, except for one item, which can roll 6% instead.
Weapon priorities is 7% Attack Speed, Maximum Essence on secondary stat synergises with Reilena's Shadowhook, % increased Damage, then a Cooldown Reduction (CDR) roll.
The off-hand that is chosen is irrelevant, you use it as a stat-stick only. Priorities here are Skill: Corpse Lance, Maximum Essence on secondary stat, then increased Elite Damage, and CDR. A high damage range is optimal too.
Use the best ring between Convention of Elements and Krysbin's Sentence, with the worse one in the cube. Attack speed rolls on Krysbin's Sentence by default, so it will probably be easier to roll for rather than Convention of Elements. The unique passives of these rings are important, bear in mind that if you have a 95% Krysbin's Sentence, you're technically missing out on 15% damage due to the triple bonus of the ring, so therefore a 186% Convention of Elements would be better for you with a cubed Krysbin's Sentence.
Why these skill choices?
Grim Scythe - Cursed Scythe - Chance to apply a random curse on hit, there are 3 curses in total, with the Eternal Torment passive these curses will remain without the necro needing to reapply curses constantly. Making the passive of Trag'Oul's Corroded Fang usable.
Corpse Lance - Brittle Touch - Thanks to this rune, this is the reason why Boss Killer Necro does not need to prioritise Critical Hit Chance (CHC), due to each Corpse Lance increases CHC on an enemy by 5% until 100%.
Devour - Satiated - Allows you to increase maximum life by 50% (25 max stacks), with the duration stacking, lasting until the end of the Greater rift, or until death. Important for increasing toughness.
Blood Rush - Molting - A source of generating a corpse, very useful for synergy with set bonuses of Pestilence Master's Shroud, allows for faster stacking of Bane of the Stricken on rift guardian. This is also a key movement spell.
Land of the Dead - Frozen Lands - The freeze applies the triple bonus of Krysbin's Sentence, while having unlimited use of corpse skills, being Devour and Corpse Lance.
Simulacrum - Reservoir - Doubles maximum essence that you have, which is a direct increase to your damage thanks to Reilena's Shadowhook, should be used in combination with Land of the Dead for rotation.
Passives
Eternal Torment - Keeps curses on enemies, keeps Trag'Oul's Corroded Fang buff available, and the damage reduction from Dayntee's Binding.
Stand Alone - Increases armor by 100% thanks to this build not using any minions, great increase to toughness.
Final Service - Standard death passive.
Overwhelming Essence - Increases maximum essence by 40, so when Simulacrum is used this is in effect an increase of 80 maximum essence.
Gameplay
When the rift guardian spawns, you should be stacking Bane of the Stricken with Grim Scythe until you have a reasonable amount of stacks (depends on skill level and GR level), also to apply all 3 curses to gain 200% damage bonus from Trag'Oul's Corroded Fang. When you are ready to pop rotation, tell supports to stop attacking at the start of your Physical rotation, the next time you get to Physical rotation (10-12 seconds later), Blood Rush away (to keep Endless Walk 100% increased damage bonus up), and use Simulacrum and Land of the Dead halfway through Physical Rotation. Your rotation is holding Corpse Lance on the rift guardian, while tapping Devour as quickly as possible for 2 set Pestilence bonus. Land of the Dead lasts 10 seconds, which means you have 2 seconds of Physical to stack up max CHC from Brittle Touch to 100%, with Poison rotation to stack Bane of Stricken further, with all damage coming out in the last 4 seconds of Cold rotation, when the 200% bonus from Convention of Elements kicks in.
At higher GR levels you can change passives to include Swift Harvesting for quicker Bane of the Stricken stacking.
