Blinding Flash Faith in the Light

Create a flash of light that blinds all enemies within 20 yards for 3 seconds. Elite enemies recover faster, but suffer a 30% chance to miss with attacks.

Surround yourself in a vortex that continuously deals 105% weapon damage to all enemies within 10 yards. The vortex lasts 6 seconds and is refreshed each time you strike an enemy with a melee attack. Landing a Critical Hit has a chance to increase the vortex effect up to 3 stacks for a total of 315% weapon damage.

As long as your vortex is at 3 or more stacks, you gain 8 Spirit per second.

Mystic Ally Air Ally

Build Guide

Inna's Tempest Rush

This build focuses on using tempest rush as your main damage dealer. The gear is itemized to maximize your dps while also providing some sustainability. This build will not outperform a Sunwuko's version. However, if Inna's is all you have, this build will work just fine. Let's go over the abilities.

Abilities

Tempest Rush (Northern Breeze) - This is the highest dps rune we'll get from this ability
Blinding Flash (Faith in the Light) - Blind will be useful for giving us an 800% damage increase from wrists. We also get 29% damage boost from rune.
Cyclone Strike (Wall of Wind) - Makes it easier to pull enemies to you. Also provides 800% damage boost from wrists due to freeze.
Mystic Ally (Air Ally) - Passive + Active spirit generation is very useful.
Sweeping Wind (Inner Storm) - More passive spirit regen. You'll hit 3 stacks very quickly channeling Tempest Rush.
Epiphany - You can choose Inner Fire for dps, Desert Shroud for survivability, or possibly Ascendance for the stun and 800% damage boost.

Key Items:

Weapon - Inna's for your main weapon.
Rings - Obsidian Ring will provide constant CDR from Tempest Rush. Krysbin's provides 300% damage boost against CC'd targets
Helm - Laws of Seph provides up to 165 Spirit from Blinding Flash. Very helpful so you can spam Cyclone Strike a bit more.
Shoulders - Mantle of Channeling provides 25% boost to damage and 25% reduced damage taken during Tempest Rush.
Boots - The Crudest Boots provides us with 10 mystic allies with 6 piece set
Kanai's Weapon - Balance is a must for 600% damage boost +100% crit chance when against 3 mobs or less.
Kanai's Armor - Lefebre's Soliloquy for 50% damage reduction after Cyclone Strike
Kanai's Jewelry - Ring of Royal Granduer so we can just keep 5 items of the set on.
Interchangable items - Helm can be switched to Inna's in favor of Legs changing to Hexing Pants of Mr. Yan. Pants provide 25% damage boost and increased spirit generation while moving.

Dex everywhere else unless survivability is needed in which case go for Resist All
